TITLE

DISCUSSION

City Council approval is requested to enter into a contract with American Landscape Inc., for construction of the Heartwell Park Central Irrigation Renovation Project (Project).

 

Heartwell Park’s central parcel, located between Bellflower Boulevard and Woodruff Avenue, has one of the oldest irrigation systems in the City, which has led to frequent costly repairs, increased staff resources for manual watering, uneven irrigation coverage, and inefficient use of water. To conserve the limited supply of reclaimed water and improve landscape maintenance and turf grass quality at Heartwell Park, replacement of the outdated irrigation system is necessary.  A comprehensive irrigation design was completed for Heartwell Park and several community outreach meetings were held in 2015 and 2016 to solicit the community’s feedback.

 

The Project is designed to increase irrigation efficiency and improve landscape maintenance by implementing an automated, weather-based watering system, upgrading the existing irrigation pumps, and replacing irrigation lines, sprinkler heads, and damaged turf grass and sod. These changes will greatly improve the condition of the field, make maintenance more manageable, and are expected to reduce water usage.

 

The bid was advertised in the Long Beach Press-Telegram on July 20, 2018, and 4,643 potential bidders specializing in construction services, and construction materials and supplies were notified of the bid opportunity. Of those bidders, 41 downloaded the bid via the City’s electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority, and women-owned business groups.  Two bids were received on August 30, 2018. Of those two bidders, none were Minority-owned Business Enterprises (MBEs), Woman-owned Business Enterprises (WBEs), Disadvantaged Business Enterprises (DBEs), or Long Beach business (Local), and one was a Small Business Enterprise (SBE). American Landscape, Inc., of Canoga Park, CA (not a MBE, WBE, SBE, or Local), was the lowest responsible bidder.

 

Local Business Outreach

 

In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the PlanetBids database to download the bid specifications. Through outreach, 404 Long Beach vendors were notified to submit bids, of which one downloaded and none submitted a bid.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on October 1, 2018 and by Budget Analysis Officer Julissa José-Murray on October 4, 2018.

 

TIMING CONSIDERATIONS

City Council action to adopt Plans and Specifications No. R-7096 and award a contract concurrently is requested on October 23, 2018, to ensure the contract is in place expeditiously and construction activities may begin in November 2018 to be completed by Fall 2019.

 

FISCAL IMPACT

The total cost for this project is estimated at $2,057,257, which includes the contract award amount of $1,623,736, inclusive of a 25 percent contingency, and the cost for design, construction, construction management, labor compliance, project oversight, and Percent for the Arts. This project is supported by $320,000 from Measure A funding and $2,000,000 from FY 15 one-time funds. The funding is appropriated in the Capital Projects Fund (CP) in the Public Works Department (PW). There is no local job impact associated with this recommendation.
