TITLE

Recommendation to authorize City Manager, or designee, to execute a Special Event Permit granting Urban Commons Queensway, LLC, permission to operate professional boxing/wrestling contests and/or exhibitions at the Queen Mary.  (District 2)

 

DISCUSSION

On April 11, 2017 and June 20, 2017, the City Council approved a Special Event Permit (Permit) from Urban Commons Queensway, LLC (Urban Commons), for the Royal Rumble (Event) at the Queen Mary on June 10, 2017, July 22, 2017 and September 16, 2017, followed by four to be determined Event dates in 2018. Approved Event locations included Sea Walk, Area 6, Harry S. Bridges Memorial Park, and the parking lot adjacent to the Queen Mary ship.

 

City Council action is requested to change the September 16, 2017 date to September 9, 2017 and to add an additional location, Lot B8 (Catalina Parking Lot), to the Permit. The proposed Permit grants Urban Commons permission to operate the Event, and establishes the conditions and fees for their use.  The ring/cage configuration will be a temporary structure that accommodates approximately 1,500 people, and will be set up one to two days in advance of each Event and removed within two days at the conclusion of each Event.

 

Health and Human Services, Police and Fire Departments staff will be present during all Event hours and shall perform continual inspections of the permitted areas.

 

The City shall receive and keep on file an original or certified copy of the permit or license required and issued by the California State Athletic Commission for the Event.

 

This matter was reviewed by Deputy City Attorney Richard F. Anthony on August 4, 2017 and by Budget Analysis Officer Julissa José-Murray on August 3, 2017.

 

TIMING CONSIDERATIONS

City Council action is requested on September 5, 2017, to expedite the issuance of the Permit.

 

FISCAL IMPACT

Special Event permit fees of $1,020 per day will be assessed under the Permit, and will be deposited into the Special Advertising and Promotion Fund (SR 133) in the City Manager Department (CM).  The City shall be reimbursed for all City services associated with the Event. There is no local job impact associated with this recommendation.
