TITLE
Recommendation to adopt Plans and Specifications No. R-6838 for California Avenue widening, from Willow Street to Spring Street; award a contract to All American Asphalt, of Corona, CA, in the amount of $904,904, and authorize a 10 percent contingency in the amount of $90,490, for a total contract amount not to exceed $995,394; authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments thereto;
Accept Categorical Exemption CE 21-13; and
Increase appropriation in the Gas Tax Street Improvement Fund (SR 181) in the Public Works Department (PW) by $899,806, offset by reimbursement grant revenue. (District 7)
DISCUSSION
City Council approval is requested to enter into a contract with All American Asphalt (All American), for street widening and improvements on California Avenue, between Willow Street and Spring Street, which is in need of rehabilitation. The work to be done consists of replacement of damaged curbs, gutters, driveways and sidewalks; removal of an abandoned oil line; reconstruction of deteriorated pavement by cold milling and resurfacing; and installing pavement markers, markings, traffic striping, signage and curb painting. This project includes new sidewalk on the east side of the street. This is a joint project with the City of Signal Hill. The majority of the project area is located in the City of Signal Hill; however, federal Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) funds were allocated to the City of Long Beach. Federal SAFETEA-LU funds address transportation challenges such as improving safety, reducing traffic congestion, improving efficiency in freight movement, increasing intermodal connectivity, and protecting the environment, as well as laying the groundwork for addressing future challenges. The City of Signal Hill will provide plans, while the City of Long Beach will administer the funds, bidding process and inspection. The vicinity map showing the project location is attached.
This bid was advertised in the Long Beach Press-Telegram on August 10, 2016, and 4,121 potential bidders specializing in construction were notified of the bid opportunity. Of those notified, 79 downloaded the bid via the City’s electronic bid system. The bid documents were made available by the Purchasing Division, located on the seventh floor of City Hall, and on the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which was sent to 22 local, minority and women-owned business groups. Bid documents were also sent to several trade publications and plan rooms catering to these groups within the construction industry. Four bids were received on September 21, 2016. Of those four bidders, none were Minority-owned Business Enterprises (MBEs), Women-owned Business Enterprises (WBEs), Disadvantaged Business Enterprises (DBEs), or certified Small Business Enterprises (SBEs), and one was a Long Beach business (Local). All American, of Corona, CA (not an MBE, WBE, DBE, SBE or Local), was the lowest responsible bidder.
Local Business Outreach
In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the PlanetBids database to download bid specifications. Through outreach, 371 Long Beach vendors were notified to submit bids, of which nine downloaded and one submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
This matter was reviewed by Deputy City Attorney Linda T. Vu on October 27, 2016 and by Budget Operations Administrator Grace Yoon on November 9, 2016.
SUSTAINABILITY/ENVIRONMENTAL
The asphalt material being removed (approximately 455 tons) will be recycled and used to create new asphalt or utilized as base material on other street projects. The asphalt used to resurface the street will contain up to 15 percent recycled material. The road base for this project will incorporate 1,733 tons of recycled concrete, rock, sand and asphalt, and all concrete work will include recycled waste ash, diverting these materials from landfills.
In accordance with the California Environmental Quality Act (CEQA), this project was determined to be categorically exempt, pursuant to Title 14 California Code of Regulations Chapter 3, Article 19, Section 15301. A Categorical Exemption CE 21-13 (attached) was filed on June 5, 2013.
COMPLETE STREETS ASSESSMENT
Pursuant to Assembly Bill 1358 (the California Complete Streets Act), and as part of the implementation of the Mobility Element of the Long Beach General Plan, the City’s practice is to conduct a complete streets assessment for all roadway construction projects. The project site, California Avenue, between Willow Street and Spring Street, is an area zoned for open space/parks and general industrial use. The street currently has zero to ten-foot wide sidewalks, no bus stops, and no bike lanes on either side of the street. The existing infrastructure currently does not have pedestrian access through the street. This project will incorporate a new six-foot wide sidewalk to provide pedestrian access.
TIMING CONSIDERATIONS
City Council action to adopt Plans and Specifications No. R-6838 and award a contract concurrently is requested on December 6, 2016, to ensure the contract is in place expeditiously.
FISCAL IMPACT
The contract will not exceed $995,394, including the recommended 10 percent contingency of $90,490. The total project cost is estimated at $1,195,174 and includes construction, construction management and support, project oversight and labor compliance.
The project cost is partially funded with $899,806 in SAFETEA-LU federal funds. Since SAFETEA-LU funding is not currently appropriated, an appropriation increase of $899,806 is requested in the Gas Tax Street Improvement Fund (SR 181) in the Public Works Department (PW). The appropriation increase will be offset with reimbursement grant revenue. The grant has a local match requirement of $295,368. The match requirement will be funded with Gas Tax Improvement Funds currently appropriated in the Gas Tax Improvement Fund (SR 181) in the Public Works Department (PW).
Approval of this recommendation will provide continued support to our local economy.
