TITLE

Recommendation to adopt resolution ordering, proclaiming, calling and giving notice of a Primary Nominating Election and a General Municipal Election in the City of Long Beach, California, on Tuesday, the 7th day of June, 2022, and Tuesday, the 8th day of November, 2022, respectively, for the nomination and/or election of candidates for five (5) offices of the Long Beach City Council, four (4) City Officials, and three (3) offices of the Long Beach Unified School District, each for a full term of four (4) years, commencing with the third Tuesday of December, 2022, and adopting provisions relating to the translations of and the charges for costs of candidate statements;

 

DISCUSSION

Pursuant to the City Charter and Long Beach Municipal Code, on June 7, 2022, the City of Long Beach electorate will vote on the following City Offices:  Mayor, City Attorney, City Auditor, City Prosecutor, Members of the City Council for Districts 1, 3, 5, 7 and 9.  The nomination period for these offices is February 14, 2022 through March 11, 2022. The Long Beach Unified School District has also requested that its primary election for School Board Districts 1, 3 and 5 be consolidated with the City’s and County’s primary election.

 

The General Municipal Election will be held on November 8, 2022, in alignment with the Statewide General Election, and elected candidates will assume office the third Tuesday in December 2022.

 

It is recommended that the City Council adopt the attached resolutions relating to the City of Long Beach Primary Nominating Election on June 7, 2022, and General Municipal Election on November 8, 2022, titled as follows:

 

1.                     A Resolution of the City Council of the City of Long Beach, California, ordering, proclaiming, calling and giving notice of a Primary Nominating Election and a General Municipal Election in the City of Long Beach, California, on Tuesday, the 7th day of June, 2022, and Tuesday, the 8th day of November, 2022, respectively, for the nomination and/or election of candidates for five (5) offices of the Long Beach City Council, four (4) City Officiials, and three (3) offices of the Long Beach Unified School District, each for a full term of four (4) years, commencing with the third Tuesday of December, 2022, and adopting provisions relating to the translations of and the charges for costs of candidate statements;

 

2.                     A Resolution of the City Council of the City of Long Beach, California, requesting the Board of Supervisors of the County of Los Angeles to render specified services to the City relating to the conduct of a Primary Nominating Election to be held on Tuesday, June 7, 2022 and a General Municipal Election to be held on Tuesday, November 8, 2022;

 

3.                     A Resolution of the City Council of the City of Long Beach requesting the Board of Supervisors of the County of Los Angeles to consolidate the City’s Primary Nominating Election to be held on June 7, 2022, and the General Municipal Election to be held on November 8, 2022 with the California Statewide Elections to be held by the County on the same dates, and requesting specified election services to the City from the Los Angeles County Registrar-Recorder/County Clerk.

 

This matter was reviewed by Principal Deputy City Attorney Rich Anthony on December 27, 2021 and by Budget Operations and Development Officer Rhutu Amin Gharib on December 20, 2021.

 

TIMING CONSIDERATIONS

The deadline to submit the City of Long Beach request for consolidation with the County of Los Angeles is February 7, 2022, per Election Code Sections 10400-10403. Approving the listed resolutions will expedite the request for consolidation.

 

FISCAL IMPACT

The Adopted FY 22 Budget includes one-time funds in the amount of $ 1,800,000 for the Citywide Primary Nominating  Election to be held in June 2022. The cost estimated is provided by the Los Angeles County Registrar-Recorder/County Clerks office. The actual costs for each election will depend on the number of registered voters and vote-by-mail participation rate involved in each election. Each of these cost components will determine the actual printing and postage costs.

 

The City does not have the cost estimates for the November General Municipal Election in  2022. These costs will be part of the budget development process for FY 23. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  The local job impact associated with this recommendation is unknown at this time.
