TITLE
Recommendation to authorize City Manager, or designee, to execute a contract, and all necessary amendments including term extensions, with the Department of Homeland Security to receive and expend grant funding for the 2018 Port Security Grant Program, in an amount not to exceed $2,004,333, for a period ending August 31, 2021; and
Increase appropriations in the General Grants Fund Group in the Fire Department by $420,000 and in the General Grants Fund Group in the Police Department by $1,584,333, offset by grant revenue. (Citywide)
DISCUSSION
The Department of Homeland Security (DHS) has approved grant proposals submitted by the Fire Department and Police Department under the FY 2018 Port Security Grant Program (PSGP) for a total of $2,004,333, including a cost-match. The grant priorities focus on infrastructure protection and reflect the DHS overall investment strategy, in which two priorities have been paramount: risk-based funding and regional security cooperation. PSGP funds support increased port-wide risk management, enhanced domain awareness, training and exercise, and further capabilities to prevent, detect, respond to, and recover from attacks involving improvised explosive devices (IED) and other non-conventional weapons.
The Fire Department has been approved for project costs of $420,000 to fund the purchase of Long Beach Public Safety Dive Team equipment and a Hazardous Materials Identification System. The Police Department has been approved for project costs of $1,584,333 to fund the purchase and maintenance of dive equipment and training for the Dive Team, and overtime and backfill for Police Officers in the Port Police Division and Harbor Patrol to attend port security-related training and exercises.
This grant requires a cost-match of $501,083. On April 8, 2019, the Board of Harbor Commissioners approved the requested cost-match of $501,083 for the Fire and Police Departments projects.

TIMING CONSIDERATIONS
City Council action is requested on June 11, 2019, to ensure the City can promptly begin to expend these grant funds.
FISCAL IMPACT
Program costs will be offset by federal grant revenues of $1,503,250 and the Port of Long Beach cost match of $501,083, for a total program budget of $2,004,333. As the grant funds are not budgeted, an appropriation increase in the amount of $2,004,333 is included in the recommendation as follows:

Future maintenance costs for the equipment acquired under this grant will be included as project proposals in future PSPG grants. If not funded in future grants, the costs would be borne by a combination of the General Fund and other available funds. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
