TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement and all necessary amendments, between the City of Long Beach and the State of California Department of Public Health to provide Sexually Transmitted Disease Prevention and Control Program services, in an annual amount of $47,355, for the period of July 1, 2015 through June 30, 2019.  (Citywide)
 
DISCUSSION
One of the core services of public health is the prevention and control of sexually transmitted diseases (STD).  The Department of Health and Human Services conducts STD surveillance, and prevention and control activities by working with local healthcare providers, community agencies, and the public.
 
The State of California Department of Public Health, STD Control Branch, supports local STD prevention and control activities such as: implementation of case-based surveillance, assurance of timely access to quality clinical services; verification of appropriate STD treatment; investigation of reported cases, unusual diseases, or outbreaks; identification of a STD patient's sexual and social network contacts and referral for examination and/or treatment to prevent further disease transmission or complications; and health education and health promotion activities to prevent STDs and enhance awareness of individuals at risk for STD; and  medical and other service providers within the community.
 
This matter was reviewed by Deputy City Attorney Linda Vu on May 12, 2015 and by Budget Management Officer Victoria Bell on May 14, 2015.
 
TIMING CONSIDERATIONS
City Council action on this item is requested on June 9, 2015, in order to continue the program without interruption.
 
FISCAL IMPACT
The annual amount of the agreement is $47,355 for four years.  Sufficient funds are budgeted in the Health Fund (SR 130) in the Department of Health and Human Services (HE).  Funding for future years will be requested through the annual budget process.  No match or in-kind service mandate is required, and there is no local job impact associated with this action.
