Recommendation to authorize City Manager, or designee, to execute amendments to Contract Nos. 33425, 33446, 33460, 33428, 33431, and 33445 with AndersonPenna Partners, Inc., of Newport Beach, CA; Atkins North America, Inc., of Orange, CA; GHD, Inc., of Irvine, CA; Kreuzer Consulting Group, of Seal Beach, CA; Onward Engineering, Inc., of Anaheim, CA; and Psomas, Inc., of Los Angeles, CA, for as-needed street design services, to increase the aggregate amount by $6,000,000, for a revised total aggregate amount not to exceed $12,000,000.  (Citywide)

 

DISCUSSION

On March 18, 2014, the City Council adopted Specifications No. RFP PW13-055 and awarded contracts to AndersonPenna Partners, Inc., Atkins North America, Inc., GHD, Inc., Kreuzer Consulting Group, Onward Engineering, Inc., and Psomas, Inc., for as-needed street design services for a three-year term, with the option to extend the term for two additional one-year terms, in an aggregate amount of $6,000,000 for the entire term.  The contracts have been extended once, with one one-year renewal option remaining.  Up until now, no additional funds have been added to the contracts.

 

Since the original approval of these contracts, the City has delivered numerous projects requiring civil engineering street design services. These range from streetscape enhancement projects, intersection improvements, bicycle boulevard and gap closure projects, traffic calming improvements, pavement rehabilitation on arterial and local streets, parkway and median improvement projects, traffic signal upgrades, and other pedestrian improvement or multimodal transportation projects. The demand for as-needed street design services has increased since the City has received additional funding from Measure A, Measure M, Senate Bill 1, and numerous Los Angeles County Transportation Improvement Program (TIP) and Active Transportation Program (ATP) grants were approved, leading to a significant increase of approved street improvement projects that require timely implementation. Therefore, additional contract authority is needed to deliver these projects. 

 

This matter was reviewed by Deputy City Attorney Linda T. Vu and by Budget Analysis Officer Julissa Jose-Murray on January 25, 2018.                     

 

TIMING CONSIDERATIONS

City Council action is requested on February 13, 2018, to ensure continued timely delivery of as-needed street design services for street improvement projects.

 

FISCAL IMPACT

The aggregate contract authority for as-needed street design services will increase from $6,000,000 to $12,000,000. There is no additional appropriation requested at this time. Any work not currently budgeted will only proceed at such time that appropriations have been approved by the City Council.  The number of local jobs created by this action is not available at this time and will depend on the work assigned to each firm over the course of the contract.
