DISCUSSION
Since 1980, the Department of Parks, Recreation and Marine (PRM) has operated a summer food program that provides free lunches to low-income children, 18 years of age and under, who, in the absence of the program, would not receive their normal lunches during summer vacation. The participation of other agencies is also necessary for the program to run successfully. City Council approval is required to execute agreements necessary for PRM to operate the 2007 Summer Food Service Program (Program). These agreements include a grant and food donation agreement with the California Department of Education (CDE), an operational agreement with the Long Beach Unified School District (LBUSD), and sponsor/site agreements with other agencies and non-profit organizations (Attachment A).
 
. The Program will run from June 18, 2007, through August 17, 2007. PRM's payment to the LBUSD, for food preparation and delivery only, is projected to be approximately $223,000, which represents a cost of $2.23 per lunch. Major funding for the Program will be provided by the CDE, which will reimburse the City at a rate of approximately $2.87 for each meal served, which includes the meal, plus PRM's operating costs eligible under the grant. The CDE will reimburse either the total eligible operating cost of the meals, or their reimbursement rate per meal, whichever is less. Sufficient funds have been budgeted to cover the difference between eligible costs and the estimated CDE reimbursement.
 
The meals will be provided at 31 sites throughout Long Beach, and three sites in Signal Hill (Attachment B). As in the past, organizations that had previously participated were invited to be a part of this year's Program. Each year, new agencies requesting information about the Program are given the opportunity to participate. This year, we are pleased to add a new non-profit site on Artesia Boulevard and our own Ed "Pops" Davenport Park on 55th Way.
 
The CDE requires the City to execute a grant agreement to receive reimbursement and sign sponsor/site agreements with the agencies that provide food service facilities. These agencies are required to indemnify the City from liability arising from their participation in the Program, to secure necessary insurance as deemed appropriate by the City's Risk Manager, and to comply with the regulations set forth by the CDE.
 
This letter was reviewed by Deputy City Attorney Gary J. Anderson on March 9, 2007, and Budget and Performance Management Bureau Manager David Wodynski on March 20, 2007.
 
 
TIMING CONSIDERATIONS
City Council action is requested on April 3, 2007, to allow sufficient time to execute the agreements prior to the beginning of the Program.
 
 
FISCAL IMPACT
The total Program expenditures are dependent on the number of meals served and are estimated at $325,000. Of this amount, it is anticipated that the CDE will reimburse the Department $276,000 for meals and eligible operating costs. The remaining $49,000 is associated with administrative expenses that are not eligible under the grant. Sufficient funding for the Program is currently budgeted in the General Grants Fund (SR 120) in the Department of Parks, Recreation and Marine (PR).
