DISCUSSION
On March 10, 2009, the City Council authorized the City Manager to apply for and accept American Recovery and Reinvestment Act of 2009 (ARRA) funding for the purchase of custom bike racks and protected bike parking. The project will expand the ongoing City program of promoting bicycle riding as an alternative transportation mode by installing unique theme-oriented bike racks throughout the city. A similar program of theme-oriented bike rack installations was recently completed and was a huge success for business owners and the general public. This project will provide for additional installations that could not be accommodated under the earlier grant program. Staff will work with each Council office to identify appropriate locations for bike racks.
 
City Council's adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently in order to expedite implementation of this project. The project was advertised for bids on October 8, 2009 and bids were opened November 18, 2009. Three bids were received. Information regarding the lowest responsible bidder, Dero Bike Racks, is provided in the attached contract award document.
 
This matter was reviewed by Deputy City Attorney Linda Trang on November 23, 2009 and Budget and Performance Management Bureau Manager David Wodynski on November 20,2009.
 
SUSTAINABILITY
 
The furnishing of bicycle parking equipment will encourage and promote bicycling. This offers a sustainable transportation alternative that provides convenient and safe access for bicyclists. Promoting the use of bikes instead of cars helps reduce carbon dioxide emissions and promotes better air quality.
 
If each driver in Long Beach biked for one hour per day instead of driving the equivalent miles, gasoline consumption would be reduced by approximately 38 percent and greenhouse gas emissions would be reduced by approximately 12 percent. In the process, our residents would become more physically fit.
 
TIMING CONSIDERATIONS
The grant funding being used for this project has strict expenditure deadlines and City Council action on this matter is requested on December 15, 2009 in order to meet the established dates.
 
FISCAL IMPACT
The contract award is for an estimated amount of $837,764. Since this ARRA grant funding is not yet appropriated, an appropriation increase of $837,764 is requested in the Gas Tax Street Improvement Fund (SR 181) in the Department of Public Works (PW). There is no impact to the General Fund.
