TITLE
Recommendation to authorize City Manager to execute a Third Amendment to Contract No. 28548 with Zoll Medical Corporation for the purchase and upgrade of 12-Lead electrocardiogram units, and increase the total amount of the contract by $361,300. (Citywide)
DISCUSSION
The Fire Department is requesting City Council approval for a one time increase to Contract No. 28548 with Zoll Medical Corporation to purchase fourteen 12-Lead electrocardiogram (EKG) units and upgrade twelve 3-Lead units to 12-Lead units. This request would authorize the City Manager to execute an amendment to Contract No. 28548 with Zoll Medical Corporation to increase the contract by $361,300 for the purchase of EKG units.
On November 14, 2006, the City Council authorized the City Manager to execute a Cardiac Care Program Equipment Agreement with the County of Los Angeles to purchase fourteen 12-Lead EKG units and upgrade twelve units to ensure EKG capability in prehospital care for 9-1-1 patients. Through this agreement, the County of Los Angeles will reimburse the costs of the equipment, with the exception of six of the upgrades, which were already budgeted. The new equipment will allow the Department to more effectively identify 9-1-1 cardiac patients and transport them to a ST Elevation Myocardial Infarction (STEMI) Receiving Center hospital for definitive diagnosis and treatment, improving patient outcome.
Approval to increase Contract No. 28548 will expedite the purchase of the recommended equipment to meet the necessary deadline for reimbursement by the County of Los Angeles, which is December 31,2006.
Zoll Medical Corporation currently supplies the Fire Department with 3-Lead EKG units.
The improvement to 12-Lead EKG units will remain compatible with current monitors, which will facilitate training. Parts and accessories are also compatible allowing for the stocking of only one brand of supplies and the flexibility to inter-change EKG units and replacement parts in case of emergency.
The County will reimburse the costs of the equipment with the exception of six of the upgrades, which were already budgeted in the Fiscal Year 2007 Fire Department budget.
This matter was reviewed by Deputy City Attorney Gary J. Anderson on December 4, 2006 and by Budget Management Officer David Wodynski on December 4,2006.
TIMING CONSIDERATIONS
City Council action is requested on December 12, 2006, as the County of Los Angeles reimbursement for the equipment is contingent on the equipment being purchased by December 31,2006.
FISCAL IMPACT
The total cost for the requested activity is $361,300. The County of Los Angeles will reimburse the Fire Department up to $298,100 for the 12-lead EKG equipment. As the acquisition cost the County of Los Angeles is funding is not currently budgeted, an appropriation increase of $298,100 will be requested as a quarterly budget adjustment once reimbursement is received. The Fire Department has $63,200 budgeted in the Fiscal Year 2007 Budget to cover the remaining costs. There will be no net impact to the General Fund.
