DISCUSSION
The Long Beach Gas and Oil Department (LBGO) is actively engaged in pipeline relocation work required for the construction of the Gerald Desmond Replacement Bridge.  The Los Angeles River crossing at 6th Street is the last section of pipe to be installed to complete the project.  This pipeline section will replace a pipeline crossing the Los Angeles River, attached to the Ocean Boulevard Bridge, which was abandoned to accommodate the new bridge alignment.  The Los Angeles River crossing will be accomplished by using a horizontal directional drilling construction technique, placing the pipeline under the riverbed at 6th Street.  This will allow the southern section of the City to be supplied with sufficient gas pressure throughout the year.  The City does not possess in-house expertise required to manage the horizontal directional drill and pipe installation and has sought the assistance of a construction management firm with experience and expertise at managing work of similar magnitude.  The pipeline construction work to complete this relocation was part of Plans and Specifications No. G-301 authorized by the City Council at its meeting on February 12, 2013.  The City will install the pipeline and be reimbursed by the Port of Long Beach.
 
The Request for Proposals (RFP) was advertised in the Press-Telegram on December 29, 2013 and January 6, 2014, and 3,253 potential proposers specializing in construction management services were notified of the RFP opportunity.  Of those proposers, 117 downloaded the RFP document via the Purchasing Division's electronic bid system.  The RFP document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at www.longbeach.gov/purchasing.  An RFP announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority, and women-owned business groups.  Two proposals were received on January 29, 2014.  Of those two proposers, none were Minority-owned Business Enterprises (MBEs), none were Women-owned Business Enterprises (WBEs), none were certified Small Business Enterprises (SBEs), and one was a Long Beach business (Local).  The proposals received were evaluated based on the criteria set forth in the RFP.  After thoroughly reviewing the proposals, the City has determined Hatch Mott MacDonald, LLC, submitted the most qualified and responsive proposal.
 
Local Business Outreach
 
In an effort to align with the City's outreach goal, Long Beach businesses are encouraged to submit proposals for City contracts.  The Purchasing Division assists businesses with registering on the Bids Online database to receive notifications and download bid specifications.  Through outreach, 372 Long Beach vendors were notified to submit proposals, of which seven downloaded the RFP document and one submitted a proposal.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
 
This matter was reviewed by Deputy City Attorney Richard Anthony on February 25, 2014, and by Budget Management Officer Victoria Bell on March 5, 2014.
 
TIMING CONSIDERATIONS
City Council action is requested on April 1, 2014, so that construction preparations are complete prior to a construction start date in late July 2014, lasting through August 2014.
 
FISCAL IMPACT
The contract award is for an amount not to exceed $156,000 ($130,000 bid price plus a 20 percent contingency of $26,000 to address unexpected issues that may arise during construction). The requested funding is budgeted in the Gas Fund (EF 301) in the Long Beach Gas and Oil Department (GO).  Work under this contract will be reimbursed by the Port of Long Beach.  There is no local job impact associated with this recommendation.
