TITLE
Recommendation to adopt Specifications No. ITB FS14-042 and award a contract to Chevrolet of Watsonville, dba Wondries Fleet Group, for furnishing and delivering four two-wheel drive Chevrolet Tahoe Police Pursuit Vehicles in an amount not to exceed $130,365, with the option of purchasing another two-wheel drive unit for an additional amount not to exceed $32,591, for a total contract amount of $162,956, at the discretion of the City Manager. (Citywide)
DISCUSSION
City Council approval is requested to enter into a contract for the purchase of four two-wheel drive Chevrolet Tahoe PPVs for the Police Department, with the option of purchasing another two-wheel drive or four-wheel drive unit, providing funds are available and an additional replacement is required. Fleet Services Bureau has an immediate need to purchase four two-wheel drive Tahoe PPVs as part of the approved FY 14 vehicle replacement plan. Additional two-wheel drive vehicles of a similar configuration have been itemized on the FY 15 replacement plan. The current purchase will replace two units for Police Department Patrol Sergeants, and two units for Police Department K-9 Patrol that have exceeded their replacement dates. The replacement cycle for large Police sport utility vehicles is four years.
The bid was advertised in the Press-Telegram on January 10, 2014, and 773 potential bidders specializing in automotive services or transportation services were notified of the bid opportunity. Of those bidders, 13 downloaded the bid via our electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at www.longbeach.gov/purchasing. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority, and women-owned business groups. Two bids were received on January 22, 2014. Of those two bidders, one was a Minority-owned Business Enterprise (MBE), none were Women-owned Business Enterprises (WBEs), none were certified Small Business Enterprises (SBEs), and none were Long Beach businesses (Local). Wondries Fleet Group, of Alhambra, CA (MBE), was the lowest responsible bidder.
Local Business Outreach
In an effort to align with our outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the Bids Online database to download bid specifications. Through outreach, 126 Long Beach vendors were notified to submit bids, of which none downloaded or submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
This matter was reviewed by Deputy City Attorney Kendra L. Carney and by Budget Management Officer Victoria Bell on July 7, 2014.
TIMING CONSIDERATIONS
Replacement of public safety vehicles that have been taken out of service is immediately needed. City Council action to adopt Specifications No. ITB FS14-042 and award a contract concurrently is requested on July 22, 2014 to ensure the contract is in place expeditiously.
FISCAL IMPACT
The total cost of this contract, in the amount of $162,956, is included in the Fleet Services Fund (IS 386) in the Department of Financial Management (FM). The replacement units have been fully funded by the Police Department and are included on the City's approved replacement plan for FY 14. The award of this contract will provide continued support to our local economy by assisting in the preservation of two full-time employees residing in Long Beach with employment.
