TITLE
Recommendation to authorize City Manager to accept fee title and execute all necessary documents to transfer title to 602 West Anaheim Street, 851 Orange Avenue, 1440 Temple Avenue, 2821, 2837 and 2929 East 14th Street from the Redevelopment Agency of the City of Long Beach for permanent parkland. (Districts 1,4,6)
DISCUSSION
The Central Long Beach Strategic Guide has identified that the Central Long Beach Redevelopment Project Area (Central) is far under-served in terms of open space and park opportunities. In an effort to address the deficiency, the Redevelopment Agency (Agency) and the City of Long Beach (City), have pursued opportunities to expand and enhance neighborhood parks throughout Central Long Beach.
The Agency has completed several acquisitions to expand parks and create additional open space including the purchase of 602 West Anaheim Street for inclusion in the Drake/Chavez Greenbelt Project, 851 Orange Avenue for the development of a minipark, and 1440 Temple Avenue and 2821,2837 and 2929 East 14th Street to be utilized for the Orizaba Park expansion (Subject Properties) (Attached).
The City's Department of Parks, Recreation and Marine (PRM) and the Agency will continue to work cooperatively to develop the parcels identified; however, it will be the PRM's responsibility to operate and maintain the Subject Properties once developed. Given that the Subject Properties will be the responsibility of PRM, it is appropriate to accept fee title to the parcels from the Agency. Once the transfer is completed, the City will take the appropriate steps to dedicate the parcels as permanent parkland.
This matter was reviewed by Assistant City Attorney Heather Mahood on January 21, 2010, and Budget and Performance Management Bureau Manager David Wodynski on January 20, 2010.
TIMING CONSIDERATIONS
City Council action is requested on February 9, 2010, in order to facilitate the conveyance of property to the City of Long Beach.
FISCAL IMPACT
There is no impact associated with the subject conveyance; however, there will be future General Fund operating and maintenance costs once the Subject Properties are developed that are currently not budgeted.
