TITLE
Recommendation to authorize City Manager to execute an agreement with Martinez Architects, Inc., in an amount not to exceed $325,000 for design and engineering services for the California Recreation Center Teen Center Project. (District 6)
DISCUSSION
The Department of Parks, Recreation and Marine (Department) was previously awarded a grant from the State of California for the California Recreation Center Teen Center Project. This project consists of a new 3,600-square foot teen center to better accommodate teen programs and services at the California Recreation Center. In addition, the existing community center will be renovated to improve youth, adult, and senior programs. The services of an architectural firm are needed for the design and engineering of the project.
Martinez Architects, Inc., (MAI) was selected by a technical evaluation committee made up of representatives from the Department and the Department of Public Works through a competitive Request for Proposals (RFP) process in accordance with Administrative Regulation 8-4, "Selecting Professional Consultants." Nine firms responded to the RFP posted on the City website. Four firms were interviewed for final consideration. MA1 was recommended because of their expertise in the design of successful teen center projects.
This item was reviewed by Senior Deputy City Attorney Donna F. Gwin, on January 12, 2006, and Budget Management Officer David Wodynski on January 30,2006.
TIMING CONSIDERATIONS
City Council action is requested on February 7, 2006, to authorize execution of an agreement with MA1 to initiate the teen center expansion project.
FISCAL IMPACT
The Agreement is for an estimated amount of $325,000. The total project budget is $3,000,000. The grant from the State of California is $2,500,000. The City's match requirement is $500,000, funded by Park Impact Fees. Sufficient funds to support this activity are budgeted in the Capital Projects Fund (CP) in the Department of Public Works (PW).
