TITLE

Recommendation to authorize City Manager, or designee, to accept grant funds from the State of California Department of Parks and Recreation, in an amount not to exceed $177,952 for improvements at DeForest Park;

Increase appropriations in the Capital Projects Fund Group in the Parks, Recreation and Marine Department by $177,952, offset by grant revenue; and

Increase appropriations in the Capital Projects Fund Group in the Parks, Recreation and Marine Department by $177,952, offset by a transfer of California State Parks grant funds from the Capital Grants Fund.  (District 9)

DISCUSSION

The California Department of Parks and Recreation's Office of Grants and Local Services (California State Parks) Per Capita Program is funded through Proposition 68, approved by voters on June 5, 2018, and appropriated through the California State budget. The Program had $185 million available for local park rehabilitation, creation, and improvement grants to local governments on a per capita basis.

DeForest Park is proposed to receive $177,952 for capital improvements. The funds will be used to upgrade the existing switchgear and for sports fields and restroom improvements which addresses deferred maintenance at the park.

The California State Parks Office of Grants and Local Services will administer the State Per Capita allocations as grants. A grant award in the amount of $177,952 has already been signed for this project and work is prepared to commence upon approval.

This matter was reviewed by Deputy City Attorney Anita Lakhani on August 22, 2023 and by Budget Development Officer Jennifer Rodriguez on August 29, 2023.

TIMING CONSIDERATIONS

City Council action is requested on September 19, 2023, as the grant agency has already submitted grant agreements for signature by the authorized representative and the project performance period has already begun.

FISCAL IMPACT

The City will receive grant funds in an amount not to exceed $177,952 to complete capital improvements at DeForest Park.  An appropriation increase is requested in the amount of $355,904 in the Capital Projects Fund Group in the Parks, Recreation and Marine Department. Of the total appropriation amount, $177,952 will be offset with grant reimbursement revenues received from California State Parks. The remaining $177,952 is a technical appropriation to allow for the transfer of California State Parks funds from the Capital Grants Fund, a fund within the Capital Projects Fund Group.

Upon project completion, ongoing park operation and maintenance will be the responsibility of the Parks, Recreation, and Marine Department. These costs are unknown at this time and funding sources have not been identified. Budget will be requested by the Parks, Recreation and Marine Department as part of the annual budget process. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. No match or in-kind service is required. This recommendation will potentially result in a positive impact on jobs.
