TITLE
Recommendation to adopt resolution authorizing City Manager to submit a grant application through the Los Angeles County Regional Park and Open Space District, 2007 Competitive Grant Program, in the amount of $100,000 for the Rosie the Riveter Park Project; and to execute any documents necessary for the implementation and administration of the project, at a total cost of $115,000. (District 5)
DISCUSSION
The Department of Parks, Recreation and Marine (PRM) has identified a grant opportunity for funding of park improvements through the Los Angeles County Regional Park and Open Space District, 2007 Competitive Grant Program, for the Los Angeles County Fourth Supervisorial District. This grant provides funding for projects that may consist of acquisition, development, improvement and/or rehabilitation of real property in the Fourth Supervisorial District. The maximum grant amount is $100,000. The grant requires a 15 percent minimum match.
Rosie the Riveter Park, located at Clark Avenue and Conant Street, was dedicated on March 24, 2007. This is a partially developed park site adjacent to the Boeing Aircraft manufacturing plant that was a key site in World War II aircraft manufacturing. The grant would enable the City to complete the development of the park as a passive park, recognizing and honoring the role of the women who entered the workforce to support the war effort, and played a significant role in the successful conclusion of the war. The ultimate development would include informational material, a memorial, and tree-lined walkways with benches for reflection and remembrance of the Long Beach area women who served in that capacity.
This matter was reviewed by Deputy City Attorney Gary Anderson on May 16, 2007, and Budget and Performance Management Bureau Manager David Wodynski on May 22, 2007.
TIMING CONSIDERATIONS
City Council action is requested on June 5, 2007, to allow submission of the grant application to the Los Angeles County Regional Park and Open Space District by June 15, 2007.
FISCAL IMPACT
The total project cost is estimated at $115,000. If funded, the grant monies will offset $100,000 of the project development costs. The City match from projected Fiscal Year 2008 (FY 08) Park Impact Fees will fund the remaining balance of the project cost of $15,000. If the FY 08 Park Impact Fees are not received as anticipated, another nonGeneral Fund source will be identified to provide the required 15 percent minimum match. Additional costs associated with maintenance of the site will be incurred; funding for which has not been identified at this stage of the project development. If the 2007 Competitive Grant is awarded by the Los Angeles County Regional Park and Open Space District, the Department of Parks, Recreation and Marine will request City Council approval to accept and appropriate the funds at a future meeting.
