DISCUSSION

Southern California Edison (SCE) is proposing to install underground electrical conduits to supply power for a future wireless telecommunications facility at 330 South Pine Avenue (Attachment A). The conduit will connect to existing infrastructure to improve wireless connectivity in the area.  SCE’s work order drawing shows the size and location of the proposed installation (Attachment B). Additionally, an excavation permit for the installation of the conduit within public property is required to be reviewed and approved by Public Works. To accommodate the electrical conduit, it is necessary that a Grant of Easement be issued to Southern California Edison. The Public Works Department requests the City Council to authorize acceptance of a Grant of Easement Deed to accomplish this purpose.

City staff conducted a review of affected agencies and there were no objections to the proposed easement.

In conformance with the California Environmental Quality Act, Categorical Exemption No. CE-23-028 was issued on February 21, 2023 (Attachment C).

This matter was reviewed by Deputy City Attorney Vanessa S. Ibarra on March 24, 2023 and by Budget Management Officer Nader Kaamoush on March 23, 2023.
