TITLE

DISCUSSION
The Long Beach Police Department (LBPD) is seeking to enter into a three-year agreement with the Long Beach Unified School District (LBUSD) for the period of October 1, 2006 through September 30, 2009. This agreement continues tl18 staffing by LBPD with an SRO at each of LBUSD's high schools, and Juvenile Car Officers to answer calls for service at elementary and middle schools. The SROs provide LBUSD with an additional resource to reduce and prevent student-related problems. The LBPD began the program in 1999 as a preventive measure following the Columbine incident Since its inception, LBUSD officials believe the high schools are safer and enjoy a low crime rate because of this partnership, which serves to meet the City Council's stated priority to further reduce crime, particularly violent crime.
 
The program requires the following:
 
·      Six officers to staff six high school campuses throughout each school year;
·      Three Juvenile Car Officers to patrol and respond to calls for service at HIe middle and elementary schools;
·      One Sergeant to supervise and monitor the officers, four days per week; and
·      One Sergeant to work overtime on Fridays, as needed.
 
The agreement will continue the same level of service and subsidy included in the previous contract. The costs, which will include a component for 5 percent of the PO's indirect costs related to LBUSD, will continue to be shared between LBPD and LBUSD.
 
This matter was reviewed by Deputy City Attorney Lori A. Conway on October 5, 2007 and Budget Management Officer Victoria Bell on October 4, 2007.
 
TIMING CONSIDERATIONS
City Council action on October 16, 2007, is necessary to allow for billing of LBPD FY 2007 costs to LBUSD.
 
FISCAL IMPACT
The FY 2007 cost of this agreement is estimated at $1,275,429. The net cost subsidized by the City's General Fund would be approximately $709,011 , with LBUSD to reimburse the LBPD for $566,418 as revenue into the General Fund. The cost of providing the services in FY 2008 would be approximately $1,357,352. The net cost subsidized by the City's General Fund would be approximately $750,172, with LBUSD to reimburse the LBPD for $607,180 as revenue into the General Fund. An additional increase is anticipated in FY 2009 to accommodate negotiated salary increases.
