TITLE

Recommendation to authorize City Manager, or designee, to execute all necessary documents, and any subsequent amendments including amending the terms, extending the period, or increasing amounts, with Behavioral Health Services, Inc., in an amount up to $315,000, for the Safe Children and Strong Families Program, contingent upon approval from the County of Los Angeles, Department of Children and Family Services, for a period of one year, with the option to extend the agreement for four additional one-year periods.  (Citywide)

 

DISCUSSION

Behavioral Health Services, Inc. (BHS), will subcontract with the City of Long Beach  Department of Health and Human Services (Health Department), for Safe Children and Strong Families (SCSF) Program services, contingent upon their receipt of a fully executed contract with the Los Angeles County Department of Children and Family Services (DCFS).  The purpose of the SCSF Program is to ensure the physical, emotional, social, and educational development of children in safe and nurturing environments.  BHS will subcontract with the Health Department for $315,000 for a period of one year, with the option to extend the agreement for an additional four one-year periods.

 

BHS seeks to partner with the Health Department to improve the lives of children and families in the greater Long Beach area.  Health Department staff will: (1) provide case management services for BHS-referred cases; (2) coordinate, monitor, and report on referred client caseload to BHS; and, (3) provide BHS with the required case management information to attest to the improvement in the lives of children and families experiencing violence and/or neglect in their homes.  The Health Department has provided family preservation services for over 20 years and will to continue forging pathways to ensure families are safe and healthy.

 

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on June 14, 2019 and by Revenue Management Officer Geraldine Alejo on June 17, 2019.

 

TIMING CONSIDERATIONS

City Council action is requested on July 2, 2019, to commence the program.

 

FISCAL IMPACT

Services will be provided by existing Health Department staff and resources budgeted in the Health Fund Group in the Health and Human Services Department.  Costs will be fully offset by $315,000 in revenue received through the agreement with Behavioral Health Services, Inc.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  There is no local job impact associated with this recommendation.
