TITLE
Recommendation to authorize City Manager to execute the third addendum to Agreement No. 26981 with Computer Associates International, Inc., to provide various enterprise server software licenses and maintenance services for a term of three years, in an amount not to exceed $107,150 annually. (Citywide)
DISCUSSION
The Technology Services Department (TSD) supports the City's enterprise server, or mainframe, which runs a variety of critical business applications including finance, human resources and payroll, utility information and billing. In addition to the application software, there are system software programs required for technical functions of the mainframe including job scheduling, computer performance monitoring, security, and disk and tape storage management.
In September 2000, the City entered into Agreement No. 26981 with Computer Associates to purchase licenses and maintenance services for several system programs required for technical functions over a three-year period. The agreement was renewed for one year in September 2003 with the first addendum. A second addendum was executed in September 2004 to renew the agreement for another three-year term.
The agreement is now due for renewal, and we are requesting a third addendum to the original agreement with Computer Associates for another three-year term, which will cost $107,150 annually. The cost of the contract for a single year would be $121,344. As such, entering a three-year agreement will save $42,582 over the term of the agreement.
This matter was reviewed by Deputy City Attorney Gary J. Anderson on August 13, 2007, and by Performance Management and Budget Bureau Manager David Wodynski on August 21, 2007.
TIMING CONSIDERATIONS
City Council action is requested on September 4, 2007, as the current software license and maintenance agreement expires September 29, 2007.
FISCAL IMPACT
Expenditures for the three-year term will not exceed $107,150 annually. Sufficient funding is budgeted in the General Services Fund (IS 385) and in the Department of Technology Services (TS) to support this activity.
