TITLE
Recommendation to adopt resolution making certain findings regarding the construction of certain public improvements with Central Long Beach Redevelopment Project Area Funds.  (Districts 1,6,7)
 
DISCUSSION
The City Council approved the Redevelopment Agency Budget for Fiscal Year 2005-
2006 on September 13, 2005. Several important public projects are planned in the
Central Long Beach, North Long Beach, and West Long Beach Industrial
Redevelopment Project Areas including public parks and recreation facilities, libraries,
and street and storm drain improvements.
California Redevelopment Law provides that the Redevelopment Agency may, with the
consent of the City Council, pay for public improvements, which are publicly owned
either within or outside of a Redevelopment Project Area, if the City Council determines
all of the following:
That the construction of such public improvements are of benefit to the
redevelopment project area or the immediate neighborhood in which the public
improvement project is located;
That no other reasonable means of financing the public improvements are
available to the community; and
That the payment of Redevelopment Agency funds for the construction of the
public improvements will assist in the elimination of one or more blighting
conditions within the Project Area.The Redevelopment Agency Board approved its Fiscal Year 2005-2006 budget on June 27,2005 that includes many public projects. These are listed as follows:

Benefit to Proiect Areas
Development of additional park, library and recreation facilities will assist in the removal
of blight in densely populated neighborhoods that are currently underserved in terms of
open space and recreational opportunities, while also helping to create a more positive
and nurturing environment within neighborhoods. Further, targeted street
improvements and storm drain upgrades will eliminate blight, improve traffic flow and
the safety of residents, and promote business attraction and retention.
It should be noted that this action does not approve the specific projects listed. Each
project will require future contracVagreementIexpenditure approvals by the
Redevelopment Agency Board and in some cases the City Council.
Therefore, staff recommends that the City Council adopt the attached resolutions
making certain findings regarding the construction of certain public improvements with
redevelopment funds in the Central Long Beach, North Long Beach and West Long
Beach Industrial Redevelopment Project Areas.
This letter was reviewed by Assistant City Attorney Heather A. Mahood on October 24,
2005 and Budget Management Officer David Wodynski on October 21 , 2005.
 
 
 
TIMING CONSIDERATIONS
City Council action is requested on November 1, 2005, in order to initiate the
transactions.
 
FISCAL IMPACT
Funding for the projects listed are included in the Redevelopment Fund (RD) of the FY
06 adopted budget for the Department of Community Development (CD). There is no
fiscal impact on the General Fund (GP).
