TITLE
Recommendation to authorize City Manager, or designee, to execute any necessary documents to enter into two agreements, including any necessary subsequent amendments, with Johnson Controls Fire Protection LP, of Milwaukee, WI, for fire alarm monitoring services for the new Checked Baggage Inspections System building and the Ticketing building at the Long Beach Airport, in an annual amount of $2,000, for a period of one year with two consecutive one year periods, for a total agreement amount not to exceed $6,000, over three years. (District 5)
DISCUSSION
Fire alarm monitoring services are required to achieve Fire Life Safety acceptance and a subsequent Temporary Certificate of Occupancy (TCO) permit for the new Checked Baggage Inspection System building and Ticketing building (Buildings) at the Long Beach Airport (Airport). The Buildings are scheduled to receive a TCO by April 2022.
When there is detection of danger from fire or smoke in the Buildings, sensors connected to an alarm panel will send a signal to the Airport’s vendor, Johnson Controls Fire Protection LP (Johnson Controls), for immediate response. Johnson Controls will provide remote monitoring services and contact appropriate parties, including the Long Beach Fire Department, if an event occurs. Historically, Airport Safety Dispatch monitors all fire alarm panels in the vicinity of the Terminal. The Buildings will be connected to Airport Safety Dispatch at a later stage of the Phase II Terminal Area Improvements project. In the interim, the Airport will require two agreements for two separate buildings with this third-party vendor, Johnson Controls, to perform this service.
The combined annual cost for fire alarm monitoring for both Buildings will not exceed $2,000 for the first year. The agreement for each location shall self-renew for successive periods of one year thereafter and may be terminated prior to the expiration of a term upon 30 days prior written notification. Johnson Controls requires that the City of Long Beach (City) execute its standard form of fire alarm monitoring agreement through approval of the City Council.

TIMING CONSIDERATIONS
City Council action is requested on March 22, 2022, to ensure the Airport has the required fire alarm monitoring service in place to receive a TCO on schedule. Failure to meet this deadline may prevent the Airport from timely opening of the Buildings. Although the value of the proposed contracts does not require City Council approval per City purchasing policy, Johnson Controls’ internal policy requires the City to enter formal agreements which may only be done through City Council approval.
FISCAL IMPACT
The annual cost for fire alarm monitoring services for the Buildings will not exceed $2,000. Sufficient funding is budgeted in the Airport Fund Group in the Airport Department. Additional appropriation necessary for fire alarm monitoring services for subsequent years will be requested via the annual budget development process. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
