TITLE
Recommendation to authorize City Manager to execute the First Amendment to Agreement No. 28052 with PB Farradyne, Inc., for Program Evaluation Services related to the East - West Corridor Bus Speed Improvement Program, to extend the Agreement for one year.  (Districts 1,2,3,4,6)
 
DISCUSSION
In 1995, the City of Long Beach received $5.9 million in grant funds from the Los Angeles
County Metropolitan Transportation Authority (MTA) and the County of Los Angeles to
fund a series of bus speed improvements on Anaheim Street between the 1-71 0 Freeway
and Pacific Coast Highway and other associated intersections. The first phase of the
project, completed in 1999, involved various signalization improvements and modifications
at the intersections of Pacific Coast Highway at Clark Avenue, Pacific Avenue at Ocean
Boulevard, Cherry Avenue at Anaheim Street, and Gardenia Avenue at Anaheim Street.
The second phase of the project, with which PB Farradyne is assisting the City, includes a
communications intertie between the City's Traffic Management Center, the Long Beach
Transit Operations Center, and City Hall; design of intersection corner "bulb outs" with
streetscape features at non-signalized intersections to facilitate buses at five bus stop
locations; preparation of traffic signal coordination plans along Anaheim Street and the
parallel arterial streets; traffic signal upgrades at five intersections; new traffic signal
installations with curb extensions at two intersections; traffic signal modifications at each of
the signalized intersections along Anaheim Street for future bus signal priority purposes; a
public outreach campaign to ensure these enhancements are accepted by the community;
and a project evaluation process, as required by the MTA, to determine the effectiveness
of the various improvements.
On January 22,2002, the City Council authorized an agreement with PI3 Farradyne, Inc., in
an amount not to exceed $1,596,430, to provide engineering and other related services to
implement Phase Two of the East-West Corridor Bus Speed Improvements Project along
the Anaheim Street corridor.
PB Farradyne's tasks are substantially complete, except for the project evaluation process.
The installation of the bus signal priority equipment required coordination with two software
vendors and the evaluation could not begin until after the completion of construction, which
was delayed by changes in the project scope and inclement weather. Since the final task
will not be completed before the agreement expires on November 30,2005, authorization
is requested to extend the agreement for one additional year without additional costs.
This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on November
30,2005, and by Budget Management Officer David Wodynski on December 2,2005.
 
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on December 13, 2005 to avoid a delay in
completing the project.
 
 
FISCAL IMPACT
Sufficient funds to cover the agreement are budgeted in Capital Improvement Project No.
PW5240 in the Capital Projects Fund (CP) in the Department of Public Works (PW). The
funding sources are two grants from the MTA and the County of Los Angeles. The
requested time extension will not result in any project cost increase.
