DISCUSSION

The California Department of Public Health, Office of Oral Health, established the California Oral Health Program (OHP) in July 2014.  The program’s mission is to improve the oral health of all Californians through prevention, education, and organized community efforts.  To achieve these goals, the OHP has been providing strategic advice and leadership to oral health stakeholders; building out oral health workforce capacity and infrastructure; implementing and evaluating evidence based best practices in oral disease prevention; and continuing support of local health jurisdictions involved in the initial Local Oral Health Program Grant Funding Initiative (term beginning January 1, 2017 and ending June 30, 2022), funded through California Healthcare, Research and Prevention Tobacco Tax Act of 2016.

 

The initial Local Oral Health Program Grant Funding Initiative has provided funding to the Health and Human Services Department (Health Department) to improve the oral health of the Long Beach community since January 2017.  The Moving California Oral Health Forward Grant (term July 1, 2022 through June 30, 2027) will continue the work of the initial Local Oral Health Program Grant Funding Initiative.  This new non-competitive grant allocation will allow the Health Department to continue to expand capacity, educate, provide linkages to treatment programs, and other activities that address the oral health needs among underserved areas and populations.

 

The Health Department Oral Health Program will continue to:  1) improve the oral health of Long Beach residents by addressing the social determinants of health, promoting healthy habits, and population-based prevention interventions to attain healthier status in healthy communities;  2) align community programs to support and sustain clinical linkages for increasing utilization of dental services;  3) collaborate with community stakeholders, foundations, professional organizations, and educational institutions to expand capacity for supporting prevention and early treatment services; and 4) develop and implement communication strategies to inform and educate the public, dental teams, and decision makers about oral health information, programs, and policies.

TIMING CONSIDERATIONS

City Council action is requested on March 1, 2022, to continue to provide these services without interruption.

 

FISCAL IMPACT

The City of Long Beach is eligible to receive reimbursement up to $1,435,350 ($287,070 annually for five years), for the grant period of July 1, 2022 through June 30, 2027.  Sufficient funds are currently budgeted in the Health Fund Group in the Health and Human Services Department, offset by reimbursement grant revenue.  There is no City match of funds required and no impact to the General Fund.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
