Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract, and any necessary documents including any necessary subsequent amendments, with the Los Angeles County Sheriff’s Department, to provide jail food services, in a total annual amount not to exceed $146,127, for a period of five years, with the option to renew for three additional one-year periods, at the discretion of the City Manager. DISCUSSION

City Council approval is requested to enter into a contract with the Los Angeles County Sheriff’s Department (LASD), for jail food services to be provided to individuals booked at the City of Long Beach’s (City) jail facility. The scope of services in the agreement includes providing and delivering pre-packaged prepared meals for use in the City jail facility in accordance with the nutritional, caloric, food preparation, and quality requirements mandated by the State of California.
The Long Beach Police Department (LBPD) recommends LASD for jail food services based on factors including cooperation with common practices and procedures among law enforcement agencies, proximity, and availability to the food services at the Los Angeles County Courthouse, which are provided by LASD in emergency situations, menu selection variety, and extensive experience in providing food services to inmates.
LBPD researched other food service options and concluded that LASD was the best value for the City with the lowest cost per meal rate and a level of service that satisfies all established guidelines outlined by the Board of State and Community Corrections. Additionally, LASD has proven to be efficient in providing jail food services to the City for several years. After a thorough review, it was determined that LASD meets and/or exceeds the City’s requirements.
City Charter Section 1801 requires that contracts for City purchases be awarded to the lowest responsible bidder after a competitive bid process but allows for awards without a competitive bid process when authorized by a Resolution adopted by the City Council.
This matter was reviewed by Deputy City Attorney Arturo D. Sanchez on August 10, 2023, Purchasing Agent Michelle Wilson on August 14, 2023, and by Budget Management Officer Nader Kaamoush on August 18, 2023.
TIMING CONSIDERATIONS
City Council action to adopt a Resolution and award a contract concurrently is requested on September 5, 2023, to ensure the contract is in place expeditiously.
FISCAL IMPACT
The total annual amount of the contract will not exceed $146,127 for a period of five years, with the option to renew for three additional one-year periods. Sufficient appropriation is currently budgeted in the General Fund Group in the Police Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
