TITLE
Recommendation to authorize City Manager, or designee, to execute all documents necessary to enter into two Non-Federal Reimbursable Agreements with the Federal Aviation Administration, in an aggregate amount of $99,512, plus an additional 10 percent contingency in the amount of $9,951, for a total aggregate amount not to exceed $109,463, to provide shutdown and restoration of technical operations support and to complete a flight inspection for the Rehabilitate Runway 12-30 Lighting Project at the Long Beach Airport. (Districts 4,5)
DISCUSSION
On March 1, 2022, the City Council authorized the acceptance of the Federal Aviation Administration (FAA) Airfield Improvement Program (AIP) Grant for Fiscal Year 2022 (FY 22) to fund the Rehabilitate Runway 12-30 Lighting project (Project). The AIP grant award for FY 22 was received and the construction contract for the project with Vellutini Corporation, dba Royal Electric Company, has been executed.
Long Beach Airport (Airport) Runway 12-30 (Runway) is the primary air carrier runway. The Runway's electrical equipment and lighting fixtures are more than 15 years old and have reached the end of their useful life. Project improvements to the Runway’s electrical systems will include replacement of all runway light fixtures, removal and replacement of high-voltage cables, and associated improvements to the Airport’s electrical vault, to preserve the continued safety of the airfield. In alignment with the Airport's sustainability efforts, the existing fixtures will be replaced with light-emitting diode (LED) fixtures. In support of the project, the FAA provides technical personnel to shut down and restore the associated Navigational Aids, Visual Aids, and all other FAA-owned equipment as necessary during construction. The FAA will also provide commissioning services for the relocation of the Precision Approach Path Indicators and flight inspection of the project.
The FAA requires advance payment for the estimated cost of their services via a Non-Federal Reimbursable Agreement. The FAA services will be provided by two divisions, each requiring its own agreement. The agreements will also include additional terms, scope revisions, insurance, and miscellaneous requirements acceptable to both parties. Final costs will be netted against the advance payments and a refund or final bill, as appropriate, will be issued to the City. Expenses incurred will be reimbursed by the FAA AIP Grant No. 3-06-0127-055-2022 (AIP-55).

TIMING CONSIDERATIONS
City Council action is requested on February 14, 2023, to ensure the agreements are in place expeditiously to allow for payment within the timeframe required by the FAA.
FISCAL IMPACT
The total aggregate amount of the Non-Federal Reimbursable Agreements with the FAA is estimated at $109,463 for work related to the shutdown, restoration of technical operations support, flight inspection, and commissioning for the Project. Advanced payments to the FAA are required and will be reimbursed by funding received from FAA Grant AIP-55. Sufficient appropriations exist in the Airport Fund Group in the Airport Department for the agreements. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation. ]
