TITLE
Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 32200495 with Laboratory Corporation of America Holdings (LabCorp), of Burlington, NC, for clinical laboratory services, to increase the contract amount by $40,000, for a revised annual contract amount not to exceed $100,000. (Citywide)
DISCUSSION
City Council approval is requested to amend Contract No. 32200495 with Laboratory Corporation of America Holdings (LabCorp) to continue providing comprehensive clinical laboratory services, including routine testing, patient specimen collection, and laboratory data management for HIV Care Coordination, Tuberculosis, and Family Planning/Sexual Health Clinics.
On July 19, 2022, the City Council awarded a contract to LabCorp as part of its adoption of RFP HE22-019 for clinical laboratory services in a total annual amount not to exceed $60,000 for one year, with the option to renew for four additional one-year periods.
Increasing the yearly contract amount will allow for the continuation of these vital services, which are required for specimens to be analyzed accurately and in a timely manner. Providers can interpret results, make important diagnostic decisions, and provide treatment impacting patient care and health. Additionally, these critical services are necessary to meet the City of Long Beach’s (City) obligations under State and County grant-funded programs that mandate lab testing.
This matter was reviewed by Deputy City Attorney Anita Lakhani on August 23, 2023, Purchasing Agent Michelle Wilson on August 22, 2023, and by Budget Analysis Officer Greg Sorensen on September 13, 2023.
EQUITY LENS
The City has incorporated the Equity Toolkit in this recommendation, as requested by the City Council on April 21, 2020. The services derived from this contract were completed in accordance with procurement procedures and competitively procured through Request for Proposals HE22-019. Additionally, the services provided under this contract have a positive impact on the City’s public health emergency response by limiting the potential disruption of critical City services, including those provided in Black, Cambodian, Indigenous, Filipino, Native Hawaiian, Latino, and Pacific-Islander communities, disproportionately affected by the effects of COVID-19.
TIMING CONSIDERATIONS
City Council action to amend Contract No. 32200495 is requested on October 3, 2023, to ensure there is no interruption to services.
FISCAL IMPACT
The requested action increases the annual contract authority with LabCorp by $40,000. The total annual amount of the contract will not exceed $100,000. Sufficient funds are currently budgeted in the Health Fund Group in the Health and Human Services Department, offset by grant revenue. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
