TITLE

DISCUSSION
City Council approval is requested to enter into a contract with Shunt Electric Motor Corporation in the amount of $133,500 for the repair, rewind and rebuild of electric motors, generators and pumps used for underground water services, booster stations, wells, sewer and storm pump stations and emergency repairs. This allows the City to promptly restore water service to Long Beach residents.
 
The bid was advertised in the Press-Telegram on September 4, 2009 and 239 potential bidders specializing in electric motor and generator repair were notified. Of those bidders, 14 downloaded the bid via our electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at www.longbeach.gov/purchasing. A bid announcement was also included in the Purchasing Division's weekly update on Open Bid Opportunities, which is sent to 30 local, minority and women's business groups. Two bids were received and a public bid opening occurred on September 22, 2009. Of those 2 bidders, none are Woman-owned Business Enterprises (WBEs), none are Minority-owned Business Enterprises (MBEs), none are certified Small Business Enterprises (SBEs) and none are Long Beach Businesses. Shunt Electric Motor Corporation, of Commerce, CA (not an MBE, WBE, SBE or local) was the lowest responsible bidder. Please note that neither of the two Long Beach businesses that downloaded the bid submitted a proposal.
 
Local Outreach
 
The Purchasing Division individually contacted 14 Long Beach based businesses that specialize in electrical repair services. This outreach included assistance with the registration process for our bidders notification system, an overview of the pending bid opportunity, an introduction to the City's Small Business Enterprise (SBE) Program, bid document distribution, and any other bid process inquiries. In an effort to promote local business opportunities, the Purchasing Division is committed to providing outreach and assistance to Long Beach businesses. Our goal is to provide all Long Beach businesses an opportunity when the applicable bid is posted.
 
This matter was reviewed by Deputy City Attorney Amy R. Burton on November 16, 2009 and Budget and Performance Management Bureau Manager David Wodynski on November 18,2009.
 
TIMING CONSIDERATIONS
City Council action to adopt Specifications No. PA-2609 and award a contract is requested on December 15,2009 to ensure the contract is in place expeditiously.
 
FISCAL IMPACT
The cost of this contract is estimated to be $133,500. Of that amount, $90,000 is budgeted in the Water Fund (EF 310) in the Long Beach Water Department (WA) , $8,500 is budgeted in the Fleet Services Fund (IS 386) in the Department of Public Works (PW); and $35,000 is budgeted in the Harbor Fund (HR 430) in the Long Beach Harbor Department (HA).
