TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and any subsequent amendments, with the Los Angeles County Children and Families First Proposition 10 Commission (First 5 LA), to accept and expend grant funding in the amount of $150,000, for the Advancing Community Health: Long Beach Trauma and Resiliency Informed Taskforce, for the period of April 16, 2018 through April 15, 2020; and
Increase appropriations in the Health Fund (SR 130) in the Health and Human Services Department (HE) by $150,000, offset by reimbursement revenue. (Citywide)
DISCUSSION
The City has adopted a series of health, violence prevention, and general plan policies to address health disparities, including persistent trauma on residents impacted by high levels of crime, poverty, and limited economic mobility. The Health and Human Services Department (Health Department) seeks to facilitate Citywide efforts that leverage resources, skills, and accomplishments to improve population health.
Funds from First 5 LA will support the ongoing work of the Long Beach Trauma and Resiliency Informed Taskforce (LBTRIT). The grant funds will: (1) strengthen the LBTRIT decision-making governance structure; (2) support the piloting of trauma- and resiliency-informed approaches within two systems to increase their response to address family and youth violence; (3) provide professional development opportunities on trauma and resiliency best practices; and, (4) document lessons learned by LBTRIT.
The Health Department will serve as the backbone entity to drive this Citywide effort to increase knowledge of best practices and work to enhance cross-system collaboration to respond to communities impacted by persistent trauma.
This matter was reviewed by Deputy City Attorney Linda T. Vu on March 22, 2018 and by Revenue Management Officer Geraldine Alejo on March 30, 2018.
TIMING CONSIDERATIONS
City Council action is requested on April 17, 2018, to ensure the contract is in place expeditiously.
FISCAL IMPACT
The grant award from First 5 LA is currently unbudgeted. An appropriation increase in the amount of $150,000 is requested in the Health Fund (SR 130) in the Health and Human Services Department (HE). The appropriation increase will be offset by reimbursement revenues. There is no required match or in-kind service mandate. There is no local job impact associated with this recommendation.
