TITLE
Recommendation to accept grant funding in the amount of $605,000 from the State Water Resources Control Board (SWRCB); increase appropriations in the Capital Projects Fund (CP) in the Department of Public Works (PW) by $605,000; and
Adopt resolution authorizing City Manager to execute all documents necessary to enter into an agreement and any amendments thereto with the SWRCB for Proposition 40 Urban Stormwater Program grant funding for the installation of a vortex separation system on a storm drain leading to the City's pump station 12 along the Los Angeles River in an amount not to exceed $605,000. (District 9)
DISCUSSION
On June 9, 2006, the Department of Public Works submitted a grant application to the State Water Resources Control Board (SWRCB) for funding from the Urban Stormwater Program to significantly reduce pollution entering the Los Angeles River (River). On October 2, 2006, the City was notified that it had been approved to receive grant funding in the total amount of $605,000 for installation of a vortex separation system at pump station 12.
This pollution trap device is similar to ones located on other City stormdrains that have proven to be effective at capturing trash, debris and sediment. As an additional benefit, bacteria attached to trash and debris will be captured prior to entering the River.
In order to draft and execute an agreement between the City and the SWRCB, the SWRCB requires that a resolution be adopted by the City Council authorizing its designated representative to sign an agreement and any amendments with the State of California. The proposed resolution is attached.
This matter was reviewed by Deputy City Attorney Lori A. Conway on November 2, 2006, and Budget Management Officer David Wodynski on October 24, 2006.
TIMING CONSIDERATIONS
City Council action on this matter is requested on November 14, 2006, to authorize receipt of grant funding.
FISCAL IMPACT
Total project funding is estimated not to exceed $605,000. This grant does not require the City to supply matching funds; therefore, no General Fund monies will be used to accept this grant. An appropriation increase of $605,000 is required in the Capital Projects Fund (CP) in the Department of Public Works (PW).
