DISCUSSION
The Workforce Development Bureau (Bureau) operates the Youth Opportunity Center which facilitates assistance with completion of high school diploma and GED , referrals to vocational education and training, internships and other work experience, nontraditional work and training opportunities, unsubsidized employment, volunteer opportunities and successful transition into the world of work for Long Beach youth ages 14-21. To maximize outreach in the community and to deliver many of the above services proscribed by the Workforce Investment Act, the Bureau contracts with various community-based organizations to operate youth development projects.
The Bureau has completed a procurement process to acquire service providers for the period of October 1 , 2006 through June 30 , 2008. The procurement focused on organizations interested in and capable of providing services for youth who are economically disadvantaged and possess characteristics ranging from high school dropout, homeless, runaway, foster child , pregnant or parenting, offender, basic skills deficient, or individual (including a youth with a disability) who requires additional assistance to complete an educational program or to secure and hold employment. Organizations were strongly encouraged to develop their proposals and service
strategies in line with the vision that out-of-school youth and those currently at risk of dropping out are integral to the skilled workforce needed by businesses to fill job vacancies. Proposals were requested to connect youth served with quality secondary and post-secondary educational opportunities , as well as high-growth industries and other employment opportunities. Proposals from nine entities were received and rated through the procurement process. Staff and Workforce Development Board recommendations for funding of seven projects , totaling $850 000 to serve approximately 260 youth , are outlined in " Exhibit A." This letter was reviewed by Deputy City Attorney J. Charles Parkin on July 26 2006 and Budget Management Officer David Wodynski on August 30 2006.
 
TIMING CONSIDERATIONS
City Council action is requested on September 12 , 2006 to allow sufficient time to process the contract documents.
 
FISCAL IMPACT
Sufficient funds are currently budgeted in the Community Development Grants Fund (SR 150) in the Department of Community Development (CD). Funding recommendations are attached as "Exhibit A." There is no impact on the General Fund.
