TITLE
Recommendation to authorize City Manager, or designee, to enter into an agreement with the Orange County Transit Authority (OCTA), to allow the use of Orange County (OC) taxi cabs, which are currently under contract with OCTA and the OC ACCESS program, to transport members of the OC ACCESS program to and from the Long Beach Veterans Administration Hospital and California State University Long Beach. (District 3)
DISCUSSION
City Council approval is requested to enter into an agreement with the OCTA to allow OC taxi cabs, which are currently under contract with OCTA and the OC ACCESS program (Program), to be used to pick-up and drop-off members of the Program. The Program is a shared-ride service for people who are unable to use the regular fixed-route OC bus service because of functional limitations caused by a disability. Members of the Program are certified by OCTA to use the OC ACCESS system by meeting the Americans with Disabilities Act (ADA) eligibility criteria. OCTA also offers a non-ADA Same-Day Taxi Program to its OC ACCESS-eligible members.
The agreement with OCTA will allow OC ACCESS and Same-Day Taxi Programs to pick-up and drop-off at the Long Beach Veterans Administration Hospital and CSULB. All OC ACCESS and Same-Day Taxi trips will be pre-arranged. Taxis will not stand-by or accept hailed or flagged rides. According to OCTA, the average demand is estimated to be approximately three to four round trips per day to either the Long Beach Veterans Administration Hospital or CSULB.
This matter was reviewed by Deputy City Attorney Amy R. Webber on July 28, 2017 and by Assistant Finance Director Lea Eriksen on August 15, 2017.
TIMING CONSIDERATIONS
City Council action to enter into an agreement is requested on September 19, 2017, to ensure the agreement is in place expeditiously.
FISCAL IMPACT
There is no fiscal or local job impact associated with this recommendation.
