TITLE

April 10, 2006 for emergency response activities at the Central Facilities Center (CFC).  (District 6)
 
DISCUSSION
Significant water damage occurred at the Central Facilities Center (CFC), located at 1133 Rhea Street, on the weekend of March 4- , 2006 , as a result of a broken water pipe. After the Department of Health and Human Services (DHHS) was notified of the damage on March 6, 2006, immediate efforts were made to relocate childcare services and some departmental staff. DHHS contacted the City Safety Officer for consultation, site review and further recommendations regarding any safety-related problems. DHHS utilized fans/de-humidifiers provided by a carpet cleaning company to dry out the damp areas during the week following the incident.
 
On March 23, 2006, after moisture measurements were conducted by the City Safety Officer throughout the CFC, it was reported that significant moisture was contained in the dry wall. An industrial hygiene consultant (RDA Environmental) and a remediation company (Enviro-Tech Abatement Services) were brought in to assess the damage and recommend the appropriate remediation efforts. After a March 28 meeting to review the analysis and cost proposals for necessary abatement work, it was determined that becauseof safety concerns, emergency remediation activities should start as soon as possible utilizing Enviro-Tech. That emergency work has been completed and now City Council approval is requested to pay Environ-Tech. Due to this damage, current services at the CFC have been relocated pending the re-opening of the facility.
 
The Department has prepared specifications for the restoration work, and following a bidding process, will commence restoration work to bring the facility back to full use as soon as possible.
 
This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on May 9, 2006 and by Budget Management Officer David Wodynski on May 8, 2006.
 
TIMING CONSIDERATIONS
City Council action on this item is requested on May 16, 2006 , as services at the Central Facilties Center cannot be provided to the community until the facility s reconstruction is completed.
 
FISCAL IMPACT
The DHHS is expecting to be reimbursed through the City s master property insurance coverage for property damage resulting from the breakage of pipes , subject to a $50,000 deductible. Sufficient funds to cover the deductible payment and the contract payments are budgeted in the Insurance Fund (IS390) in the Department of Health and Human Services (HE). Proceeds from the reimbursement from the insurance company wil be appropriated upon receipt.
