TITLE
Recommendation to adopt resolution authorizing City Manager to submit a grant application through the Recreational Trail Program to the State of California, Department of Parks and Recreation, in the amount of $289,885, for the West San Gabriel River Parkway Project, and based on the receipt of the grant and other funding, execute any documents necessary for the implementation and administration of the project, at a total cost of approximately $2,356,000.  (Districts 4,5)
 
DISCUSSION
The Department of Parks, Recreation and Marine (PRM) has identified a grant opportunity for funding of recreational trails development through the State of California, Department of Parks and Recreation's Recreational Trails Program (RTP). The RTP is a local assistance program of the U.S. Department of Transportation's Federal Highway Administration, administered within California by the State of California, Department of Parks and Recreation. The RTP provides funds to develop and maintain recreational trails and trail-related facilities for both non-motorized and motorized recreational trail uses.
 
The City of Long Beach has already received funding from the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy (RMC) for the construction of a walking path through the West San Gabriel River Parkway, the area east of the golf course and west of the levee of the San Gabriel River, between Spring Street and Stearns Street.
RTP funds will offset the cost of construction of three access trails linking parking areas within EI Dorado Park to the West San Gabriel River Parkway. Additional grant funding opportunities are being sought to further support project costs. The project will be constructed in phases, as funds are available.
 
The resolution was prepared and the letter was reviewed by Senior Deputy City Attorney Donna F. Gwin, on October 20, 2006, and Budget Management Officer David Wodynski on October 25, 2006.
 
TIMING CONSIDERATIONS
City Council action is requested on November 14, 2006, to expedite processing of the grant application.
 
FISCAL IMPACT
The total project cost is estimated at $2,356,000, of which $613,800 has already been awarded by the RMC. If funded, the RTP grant monies will offset an additional $289,885 of the project development costs. The RTP grant requires a City match of $227,756, which will be funded from park impact fees or other resources identified in the Fiscal Year 2008 Capital Projects budget. The Department will continue to seek grant funds for future phases of the project. If the RTP grant is awarded by the State, the Department will request City Council approval to accept and appropriate the funds.
