TITLE

DISCUSSION
The Long Beach Redevelopment Agency identified Orizaba Park as a highly utilized neighborhood park in need of basic infrastructure improvements and upgraded park amenities. To address this need, the Redevelopment Agency acquired approximately 1.1 acres of industrial property to expand and renovate the park. Construction of the park renovation and expansion was completed in 2011, except for the proposed community building at 2937 E. 14th Street.  
 
On April 12, 2011, the City Council accepted grant funding for the proposed community building from the State of California Department of Parks and Recreation 2006 Parks Bond Act, also known as Proposition 84. The Community building will be a new single-story facility,  including a Digital Academy/game room, multi-purpose room and kitchen. The proposed building will be Leadership in Energy and Environmental Design (LEED) Gold certified. A vicinity map of the area is attached.  
 
The project was advertised for bids on March 4, 2013, and bids were opened on April 10, 2013.  In addition to placing an advertisement for bids in the Long Beach Press Telegram, bid documents were made available online for review and download through the City's weblink at http://www.planetbids.com in a continuing effort to increase participation of local businesses, Minority Business Enterprises (MBEs), Women Owned Business Enterprises (WBEs), and Disadvantaged Business Enterprises (DBEs).  
 
For this bid, 1,405 firms registered on the website were notified via automatic email notice, including 149 firms located in Long Beach.  Ninety-eight sets of bid documents were purchased or downloaded by prospective bidders, and seven bids were received.  Of the bidding firms, none are local, none are MBE or DBE, and one is a WBE. G2K Construction, Inc., of Agoura Hills, California, a WBE, has been determined to be the lowest responsible bidder.
 
This matter was reviewed by Deputy City Attorney Linda Vu on April 16, 2013 and by Budget Management Officer Victoria Bell on April 23, 2013.
 
SUSTAINABILITY AND ENVIRONMENTAL
 
The project has been designed to incorporate many energy efficiency and water conservation measures in order to achieve LEED Gold Certification. The design will improve indoor air quality for inhabitants and reduces consumption of resources. Internal fixtures will reduce water consumption by 40 percent and electricity consumption by 34 percent.
 
In accordance with the California Environmental Quality Act, a Categorical Exemption has been issued for this project.
 
TIMING CONSIDERATIONS
City Council's adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended at this time in order to proceed with implementation of this project on schedule.   
 
FISCAL IMPACT
Sufficient funding for the contract award is budgeted in the Capital Projects Fund (CP) in the Department of Parks, Recreation and Marine (PR).  The funding source is $2,200,000 from a State of California Proposition 84 grant award.  In 2012, the Department of Public Works (PW) assumed the management of the project for the development of the park.  Therefore, the transfer of the project budget from PR to PW is included in the recommended action.  Additional project costs for design, construction management and inspections are estimated at $276,000 and budgeted in the Successor Agency Fund (SA 270) in the Department of Development Services (DV).
 
Following the projected completion date in FY 14, PR staff estimates approximately $83,000 in annual General Fund operating and maintenance costs for youth programs, landscaping, utilities and supplies.  These costs are not currently funded.  The number of additional full-time equivalent (FTE) local jobs created by this project will not be known until the contractor completes their hiring and construction has commenced.
