Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $650, offset by the Second Council District One-time District Priority Funds, transferred from the Citywide Activities Department, to provide contributions:

 

                                          $150 to Partners of Parks to support the Friends of

                                          Miracle on 4th Street’s Butterfly Way-Station Unveiling

                                          event on August 5th, 2023;

                                          $250 to the Rose Park Neighborhood Association for

                                          their annual Rose Park Picnic on July 16, 2023; and

                                          $250 to Queer Scouts for Plantiita’s Pride Night on

                                          June 29th, 2023; and

 

Decrease appropriations in the General Fund Group in the Citywide Activities Department by $650, to offset a transfer to the City Manager Department.

 

DISCUSSION

Friends of Miracle on Fourth Street (FOMO4S) was established in 2022 by local neighborhood leaders in order to activate Miracle on Fourth Street Park. Their mission was to establish a Butterfly Way-Station in the park to help migrating Monarch butterfly populations. Their first planters were placed in the park in January of 2023, and they will be hosting a grand opening on August 5th, 2023 to showcase the caterpillars that have made the new park amenity their home. A $150 contribution to Partners of Parks for this event will provide more native Milkweed plants to sustain the caterpillars through metamorphosis until hatching.

 

Rose Park Neighborhood Association is a community benefit organization that was established in 1999 with a mission of connecting neighbors and fostering a positive identity Rose Park across Long Beach. Rose Park Neighborhood Association is hosting their annual Rose Park Picnic on July 16th, 2023. There will be a potluck, lawn games, and crafts for the children. A $250 contribution to Rose Park Neighborhood Association for this event this event will provide support to the food, beverages, and craft supplies.

 

Queer Scouts is a queer scout troupe and performance-art project that takes up the histories and praxes of the Boy and Girl Scouts and explores questions around personal development and social transformation through a creative, critical, and collective practice. They participated in Pride Night on June 29th, 2023 at Plantiitas on 4th Street. Since opening in 2021, Plantiitas has hosted workshops and community events inside of their facility on 4th street. A $250 contribution to Queer Scouts supports their ability to support community events such as Pride Night, and will go towards DJ costs, food, and giveaways.

 

This matter was reviewed by Budget Analyst Joe R. Guerrero on July 5, 2023.

Staff will consider issues of equity and access with any program proposals brought forward to ensure the City’s commitment for everyone reaching their highest level of health and potential for a successful life, regardless of background, neighborhood, or identity.

 

STATEMENT OF URGENCY:

This item is being submitted through supplemental agenda to allow for timely processing of funds.

 

FISCAL IMPACT

This recommendation requests the City Manager to provide contributions to Partners of Parks to support the Friends of Miracle on Fourth Street Butterfly Way-Station Unveiling, Rose Park Neighborhood Association to support their Annual Rose Park Picnic, and Queer Scouts to support Plantiita’s Pride Night. The total appropriation increase of $650 in the General Fund Group in the City Manager Department will be offset by a decrease of appropriation of Second Council District One-time District Priority Funds in the General Fund Group in the Citywide Activities Department. The requested action is anticipated to require a minimal level of staff hours beyond the budgeted scope of duties and have a minimal impact on meeting other City Council priorities.
