TITLE

Recommendation to adopt Specifications No. ITB ED-23-204 and award a contract to Skyhigh Building Maintenance, of La Habra, CA, for the washing of the exterior of the Dome leased by Carnival Corporation, in a total annual amount not to exceed $109,820, for a period of two years, with the option to renew for three additional one-year periods, at the discretion of the City Manager; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary subsequent amendments.  (District 1)

 

DISCUSSION

City Council approval is requested to enter into a contract with Skyhigh Building Maintenance to provide annual cleaning services to power wash over approximately 135,000 square feet of the existing exterior dome surface. The contractor will utilize the current roof access chair system and tie off to anchor points installed around the dome's peak using rope and rope grab personal arrest systems to clean the upper and lower perimeter, to ensure that the exterior is cleaned improving the appearance to guests and rejuvenating the aesthetic of the Dome.

 

The bid was advertised in the Long Beach Business Journal on April 4, 2023, and five potential bidders specializing in exterior cleaning services were notified of the bid opportunity. Of those bidders, five downloaded the bid via the City’s electronic bid system. The bid document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 44 local, minority-owned, and women-owned business groups. There were two bids received on April 18, 2023. Of those two bidders, one was Minority-owned Business Enterprises (MBEs), none were Women-owned Business Enterprises (WBEs), one was certified Small Business Enterprises (SBEs), and none were Long Beach vendors (Local). Skyhigh Building Maintenance, of La Habra, CA (not an MBE, WBE, SBE, or Local), was the lowest responsible bidder.

 

To control the cost associated with the cleaning of the Dome’s exterior, the Economic Development and Financial Management Departments considered various proposed methodologies to clean the exterior of the Dome. Due to Skyhigh Building Maintenance having specific experience at the Dome and a proven track record of providing the necessary services at a competitive rate not matched by other bidders, they are the recommended vendor.

 

This matter was reviewed by Deputy City Attorney Richard F. Anthony on June 21, 2023, Purchasing Agent Michelle Wilson on June 12, 2023 and by Budget Management Officer Nader Kaamoush June 22, 2023.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. ITB ED-23-204 and award a contract concurrently is requested on July 11, 2023, to ensure the contract is in place expeditiously.

 

FISCAL IMPACT

The total annual amount of the contract will not exceed $109,820 for a period of two years, with the option to renew for three additional one-year periods.  This contract is not currently budgeted in Fiscal Year 2023 (FY 23). The Economic Development Department will return to the City Council at year end with a request for appropriation for actual costs incurred in FY 23 in the Tidelands Area Fund Group. For FY 24 and beyond, this contract will be addressed as part of the budget development process.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
