TITLE
Recommendation to authorize City Manager, or designee, to execute a contract, and all necessary amendments including term extensions, with the County of Los Angeles to receive and expend Department of Homeland Security grant funding for the 2019 State Homeland Security Program, in an amount not to exceed $623,849, for a period ending February 28, 2022; and
Increase appropriations in the General Grants Fund Group in the Disaster Preparedness and Emergency Communications Department by $86,000, in the General Grants Fund Group in the Fire Department by $510,329, and in the General Grants Fund Group in the Health and Human Services Department by $27,520, offset by grant revenue. DISCUSSION
The State Homeland Security Program (SHSP) provides funding to enhance the capability of local agencies to prevent, respond to, and recover from threats or acts of terrorism. The SHSP grant is awarded by the U.S. Department of Homeland Security, Federal Emergency Management Agency via the California Governor’s Office of Emergency Services. The Los Angeles County Chief Executive Office provides regional administration of the SHSP grant and has notified the City of Long Beach (City) of the grant funding availability. City Council authorization is required to accept the grant funds, execute a contract and necessary amendments, and increase appropriations in the General Grants Fund Group. The contract term is September 1, 2019 to February 28, 2022.
The City has been a recipient of SHSP funding since 2003. The funding has been used to enhance the response capabilities of the City by providing funding for training, exercises, and equipment. The SHSP 2019 grant, in the amount of $623,849, will be used to support regional training activities, incident planning and response capabilities, and to fund equipment acquisition needed to support the coordination and delivery of regional Homeland Security programs.
This matter was reviewed by Deputy City Attorney Sarah E. Green on January 27, 2021 and by Budget Management Officer Rhutu Amin Gharib on February 6, 2021.
TIMING CONSIDERATIONS
City Council action is requested on March 2, 2021, to ensure the City can expend these funds within the performance period of the grant.
FISCAL IMPACT
Program costs will be offset by federal grant revenues of $623,849. As these grant funds are not budgeted, an appropriation increase in the amount of $623,849 is included in the recommendation as follows:

All grant expenses will be fully offset by grant reimbursement revenue and there are no matching funds required. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
