TITLE

Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract with Haaker Equipment Company, of La Verne, CA, for the purchase of a Madvac compact sweeper, in an amount not to exceed $111,896, including taxes and fees.  (Citywide)

 

DISCUSSION

City Council approval is requested to enter into a contract with Haaker Equipment Company for the purchase of a Exprolink Madvac LS175 Compact Sweeper, for use by the Department of Public Works (Public Works).

 

The Fleet Services Bureau of the Department of Financial Management submitted a vehicle enhancement request for two Exprolink Madvac compact sweepers to the City Manager on October 25, 2017.  Exprolink Madvac compact sweepers are specifically used for regular maintenance of the protected bike lanes in the City of Long Beach (City) due to their unique size and capabilities. Public Works currently utilizes one Exprolink Madvac compact sweeper and has documented the need for additional compact sweepers to adequately, and regularly, maintain the additional miles of protected bike lanes the City recently added.  Haaker Equipment Company, with its subsidiary Total Clean Equipment, is the exclusive distributor of Exprolink Madvac Compact Sweepers and Vacuums in the territories of California, Nevada and Arizona.  Therefore, no useful purpose could be served in advertising for bids for this equipment.

 

City Charter Section 1801 requires that contracts for City purchases be awarded to the lowest responsible bidder after a competitive bid process, but allows for awards without a competitive bid process if accompanied by a Resolution adopted by the City Council. 

 

This matter was reviewed by Deputy City Attorney Monica J. Kilaita on February 5, 2018 and by Assistant Finance Director Lea Eriksen on January 26, 2018.

 

SUSTAINABILITY

The new sweeper has a Tier 4 diesel engine that is in compliance with all State of California regulations and local district air quality regulations, which require the use of alternative fuel sweepers to reduce air toxic and criteria pollutant emissions. 

 

TIMING CONSIDERATIONS

City Council action is requested on February 20, 2018, to ensure a new contract is in place expeditiously.

 

FISCAL IMPACT

The cost of this contract will not exceed $111,896 and is budgeted in the Fleet Services Fund (IS 386) in the Financial Management Department (FM).  Annual operating costs for the two compact sweepers is approximately $37,000, and will be budgeted in the Fleet Services Fund (IS 386), paid for by funds collected through regular monthly billing charges to the Public Works Department (PW) through the Fleet Services MOU.  There is no local job impact associated with this recommendation.
