DISCUSSION

City Council approval is requested to amend Contract No. 34946 with Axon Enterprise, Inc., to purchase additional Body Worn Camera (BWC) equipment, related accessories, supporting software, and digital video storage for the Long Beach Police Department (LBPD).

 

In April 2018, LBPD issued a Request for Proposals (RFP) for body worn camera equipment and technology to be provided at no cost to the City of Long Beach (City) for a one-year trial period.  On May 15, 2018, City Council approved adopting Specifications No. RFP PD18-090 and awarding a contract Axon Enterprise, Inc., to furnish and deliver body worn camera equipment, accessories, and software support for the no cost one-year trial period.  In August 2018, LBPD received approximately 250 body worn camera units and deployed this technology to the North and South Patrol Divisions.  At the end of the one-year trial period, LBPD issued a memo to the City Council on its recommendation to implement BWC technology in the remaining Patrol Divisions, to field investigative personnel, and sworn personnel assigned to service contract groups.

 

On November 5, 2019, the City Council approved the amendment to the pilot contract to provide a five-year agreement to equip LBPD with a minimum of 675 body worn camera units issued to sworn personnel assigned to the four Patrol Divisions, specialized sworn field investigative teams assigned to the Investigations Bureau, and to sworn personnel assigned to service contracts in the Support Bureau.  In addition to the deployment of 675 body worn cameras and supporting software, the contract provides software licenses to 185 sworn and civilian personnel.  These licenses allow detectives and supervisors to review BWC footage for criminal investigations and for other administrative purposes as outlined in LBPD’s body worn camera policy. A limited number of civilian staff are issued licenses to administratively support the BWC program and to perform video redaction activities required by Senate Bill 1421 and Assembly Bill 748.

 

In 2021, the LBPD was awarded the Body Worn Camera Policy and Implementation Program grant to Support Law Enforcement Agencies from the Department of Justice, Bureau of Justice Assistance. This grant award was authorized by the City Council on February 8, 2022, with the intention of expanding the BWC program by purchasing additional equipment and licenses to issue to all sworn LBPD officers.

 

This matter was reviewed by Deputy City Attorney Arturo Sanchez, Business Services Bureau Manager Tara Mortensen and Budget Management Officer Nader Kaamoush on November 28, 2022.

 

TIMING CONSIDERATIONS

City Council action is requested on December 13, 2022, to ensure the agreement is in place expeditiously.

 

FISCAL IMPACT

The requested action increases the contract authority with Axon Enterprise, Inc., by $1,470,856, inclusive of the 20 percent contingency. The total contract authority will not exceed $6,387,127 through the full term, including renewal options. The additional cost related to this amendment will be funded with grant funds budgeted in the General Grants Fund Group along with grant matching funds and current appropriates in the General Fund Group in the Police Department. The requested amendment includes contingency authority, in which if needed, will be absorbed in the General Fund Group in the Police Department from anticipated salary savings in Fiscal Years 2023 and 2024. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with City Council priorities. There is no local job impact associated with this recommendation.
