Recommendation to adopt Plans and Specifications No. R-7211 and R-7212 and award a contract to Griffith Company, of Santa Fe Springs, CA, for the Taxilane K Reconstruction and Construct Taxilane U Projects at the Long Beach Airport, in the amount of $7,272,317 with a 15 percent contingency in the amount of $1,090,848, for a total contract amount not to exceed $8,363,165; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary subsequent amendments;

 

Adopt Categorical Exemption CE-23-055; and

 

Increase appropriations in the Airport Fund Group in the Airport Department by $9,574,430 offset by grant revenue and Airport funds available.  (Districts 4,5)

 

DISCUSSION

City Council approval is requested to enter into a contract with Griffith Company (Griffith) for the Taxilane K Reconstruction and Construct Taxilane U Projects at the Long Beach Airport (Airport).

 

The Taxilane K Reconstruction project includes the reconstruction of approximately 71,500 square feet (sf.) of pavement and the rehabilitation of approximately 67,650 sq. ft. of pavement.  Taxilane K provides airfield access to tenants in the northeast quadrant of the airfield along the Lakewood Boulevard corridor, including multiple hangars at the south end of Taxilane K.  A significant portion of the Taxilane K pavement is in poor condition and has reached the end of its useful life.  The Taxilane K project includes improvements to the pavement, pavement markings, striping, and drainage systems.

 

The Construct Taxilane U Project repurposes an area that includes portions of decommissioned Runway 16R-34L south of Taxiway F to provide improved access to the airfield.  Approximately 42,900 sq. ft. of pavement will be constructed, including pavement markings, lighting, signage, and drainage systems.  Taxilane U will provide access to Taxiway F for general aviation tenants adjacent to the Spring Street vehicle gate.

 

The bid was advertised in the Long Beach Press-Telegram on February 24, 2023, and 79 potential bidders specializing in airfield pavement and construction related services were notified of the bid opportunity.  Of those bidders, 26 downloaded the bid via the City's electronic bid system.  The bid document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>.  A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 44 local, minority-owned, and women-owned business groups.  There were four bids received on March 27, 2023.  Of those four bidders, none were Minority-owned Business Enterprises (MBEs), Women-owned Business Enterprises (WBEs), Disadvantaged Business Enterprises (DBEs), certified Small Business Enterprises (SBEs), or Long Beach businesses (Local).  Griffith Company, of Santa Fe Springs, CA, (not a MBE, WBE, SBE, or Local) was the lowest responsible bidder.

 

Mobilization is anticipated for September 2023, and construction completion is anticipated in August 2024.  The construction Plans and Specifications contain phasing requirements to maintain sufficient access for all Airport passengers and operators, including commercial airlines and general aviation tenants.

 

Local Business Outreach

 

To align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts.  The Purchasing Division also assists businesses with registering on the Long Beach Buys database to download the bid specifications.  Through outreach, five Long Beach vendors were notified to submit bids, of which four downloaded, and none submitted a bid.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

In an effort to notify DBEs, in addition to regular practices, an additional bid announcement was made and 1,542 DBEs specializing in construction-related services were also notified of this bid opportunity.

 

In accordance with the California Environmental Quality Act (CEQA), Categorical Exemption CE-23-055 was issued for this project (Attachment).  The project received a Categorical Exclusion pursuant to Federal Aviation Administration (FAA) Order 1050.1F, and in accordance with the National Environmental Policy Act on February 22, 2023.

 

This matter was reviewed by Principal Deputy City Attorney Richard F. Anthony on May 22, 2023, Purchasing Agent Michelle Wilson on May 19, 2023, and by Budget Analysis Officer Greg Sorensen on May 25, 2023.

 

SUSTAINABILITY

 

The project specifications will allow the contractor to use a percentage of asphalt millings from the demolition of the existing pavement to be recycled into the new pavement sectionThis will significantly reduce the number of truck trips required to construct the new pavement section and the amount of new aggregate material that needs to be produced.  The new Taxilane K and Taxilane U pavement will have an anticipated service life of 20 years.

 

TIMING CONSIDERATIONS

City Council action to adopt Plans and Specifications No. R-7211 and R-7212 and award a contract concurrently is requested on July 11, 2023, to ensure the contract is executed expeditiously.

 

FISCAL IMPACT

The total construction contract amount will not exceed $8,363,165, inclusive of a 15 percent contingency for unforeseen circumstances.  The total project cost, including the construction contract award is estimated at $11,690,012, which includes design, construction management, inspection services, material testing, labor compliance, DBE administration, and related project support.

 

On May 17, 2022, the City Council authorized an appropriation increase of $695,166 for the project's design phase.  On February 14, 2023, the City Council authorized an appropriation increase in the amount of $1,420,416 for the construction management and material testing services for the project.  An appropriation increase in the amount of $9,574,430 is requested in the Airport Fund Group in the Airport Department for the remaining project cost, offset by reimbursement grant revenue and available Airport funds.

 

On May 9, 2023, the City Council authorized the acceptance of the FAA Airport Improvement Program (AIP) Grant for Fiscal Year 2023 in an amount not to exceed $8,836,388 based on the construction bid amount.  The FAA awarded the Airport the grant for the project on June 15, 2023, in the amount of $8,008,082.  The grant requires matching funds in the amount of $825,011.  The matching funds and amounts not covered by the grant will be funded by Airport funds available.

 

This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  The award of this contract will provide continued support to our local economy by assisting in the preservation of employment for 15 full-time employees residing in Long Beach.
