TITLE
Recommendation to authorize City Manager, or designee, to increase interim Munis Contract No. 3173700014, formerly Blanket Purchase Order No. BPAP17000014, with Convergint Technologies, LLC, a Delaware limited liability company, for airport security system maintenance services, by $45,000, for a total amount not to exceed $795,000; and, extend the term of the contract to September 30, 2019. (District 5)
DISCUSSION
City Council approval is requested to increase the existing Munis Contract No. 3173700014 with Convergint Technologies, LLC (Convergint), by $45,000, for airport security system maintenance services at Long Beach Airport (Airport), until a new contract is awarded. Services include routine maintenance and cleaning of security cameras and access control devices, repairing and replacing security system equipment, and maintaining the Airport security system.
Convergint is currently providing security system maintenance services to the Airport under an interim contract that was extended and increased to $750,000 by the City Council on January 22, 2019. The proposed increase of $45,000 to the contract will allow the Airport to cover monthly repairs necessary to keep the system functional until the new bid specification is finalized, advertised, and a new contract is awarded. More time is needed than originally anticipated because earlier procurements efforts to secure a new service contract were unsuccessful. The Airport engaged Jacobs, an independent consulting firm with experience in the planning, development and management of aviation facilities and infrastructure, to assist staff with the scope of work and to conduct a thorough review of the RFP specifications. The specifications are expected to be ready for bid in June 2019. The Airport anticipates the new contract award being presented to the City Council in September 2019.
The Airport is mandated by federal regulations to have an Airport Security Program in place, including a secure access control system. Maintaining the Airport security system is critical to meeting these requirements and any lapse in service will adversely impact Airport operations.
This matter was reviewed by Deputy City Attorney Richard F. Anthony on May 9, 2019, by Purchasing Agent Tara Yeats on May 14, 2019, and by Budget Analysis Officer Julissa José-Murray on May 23, 2019.
TIMING CONSIDERATIONS
City Council action is requested on June 11, 2019, to ensure maintenance services for the Airport security system are uninterrupted.
FISCAL IMPACT
This recommendation will increase the interim Munis Contract No. 3173700014 (formerly BPO No. BPAP17000014) by $45,000, for a total amount not exceed $795,000. Funds for these services are budgeted in the Airport Fund Group in the Airport Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. Continuing to receive these services from Convergint will provide support to our local economy by assisting in the preservation of employment for two full-time employees residing in Long Beach.
