TITLE
Recommendation to authorize City Manager to execute an agreement, and any related documents, between the City of Long Beach and the Long Beach Trauma Recovery Center, a California State University Long Beach Research Foundation program in partnership with Dignity Health St. Mary Medical Center, to provide victim support services for a term commencing upon full execution of the agreement, and continuing until terminated by either party by written notice of not less than 30 days. (Citywide)
DISCUSSION
City Council approval is requested to enter into an agreement with the Long Beach Trauma Recovery Center (LBTRC), a California State University Long Beach (CSULB) Research Foundation program in partnership with Dignity Health St. Mary Medical Center, to provide victim support services for individuals impacted by violent crime in Long Beach. The Long Beach Police Department (PD) and LBTRC desire to increase accessibility to victim support services. LBTRC will provide consultations, mental health treatment, case management, and educational services for individuals who have experienced traumatic events. PD is responsible for all criminal investigations, conducting interviews, processing evidence, writing police reports, and presenting cases for criminal charges.
LBRTC is funded by the California Endowment Fund and the California Victim Compensation Program. The CSULB Foundation provides case management services free of charge. Services are provided by clinicians and advanced graduate students as CSULB. St. Mary Medical Center is a partner to LBRTC, as they provide the facility for the clinicians to do their work. LBPD would be a similar partner by providing space for the clinicians, as well as greater access to victims of violent crimes. Through this partnership, these services are offered at no cost to the City. LBTRC representatives will be co-located at the PD headquarters building and shall submit to a Live Scan fingerprint check and background review at the expense of the PD.
This matter was reviewed by Deputy City Attorney Gary Anderson on November 4, 2015, and by Budget Management Officer Victoria Bell on November 6, 2015.
TIMING CONSIDERATIONS
City Council action on this matter is requested on December 1, 2015, to ensure that the agreement is in place expeditiously.
FISCAL IMPACT
The cost per Live Scan (DOJ & FBI Clearance) is $49 and the background review will be conducted by PD personnel. The cost associated with the background review is budgeted in the General Fund (GF) in the Police Department (PD). There is no local job impact associated with this recommendation.
