TITLE
Recommendation to authorize City Manager to execute a permit with Dadson Washer Service, Inc., to install, maintain, and service coin-operated laundry equipment in Shoreline Marina and Alamitos Bay Marina, for a term of three years, with one two-year renewal option at the discretion of the City Manager or designee.  (Districts 2,3)
 
DISCUSSION
Among the many amenities provided in the Long Beach marinas are onsite laundry facilities. These coin-operated facilities have been available in Shoreline Marina since 1994, and in Alamitos Bay Marina since 2003. Dadson Washer Service, Inc., (Dadson) is a family-owned and operated business, founded in 1962, and has been responsible for marina laundry facilities since 1994. Dadson's preventive maintenance program and their 24-hour service call policy are instrumental in maximizing location profitability, while providing excellent customer service. Customers are charged $1.25 per wash and $1.00 for the use of the dryer. All equipment complies with the minimum water and energy standards for commercial washers and dryers, as defined in the Energy Policy Act of 2005, administered by the United States Department of Energy.
 
The proposed permit contains the following major provisions:
 
·      Authorized Use: The premises shall be used for the operation of coin-operated laundry equipment.
 
·      Location: Three locations, including: Boat owner restroom D-5 in Shoreline Marina, adjacent to Gangway J; boat owner restroom D-2 in Shoreline Marina, adjacent to Gangway Y; and the boat owner restroom at 6200 Costa Del Sol, in Alamitos Bay Marina.
 
·      Term: September 1,2010 through August 31, 2013.
 
·      Renewal Options: One, two-year renewal option at the discretion of the City Manager or his designee.
 
·      Permit Fee: Dadson shall pay the City 50 percent of monthly gross receipts.
 
·      Equipment Maintenance: Dadson shall be responsible for maintaining the laundry equipment in good operating condition, including emergency repairs within 24 hours.
 
·      Utilities: Dadson shall be responsible for costs related to the installation, connection, and repair of utilities. The City shall incur the daily cost of utilities.
 
·      Insurance: Dadson shall provide insurance coverage as defined by the City's Risk Management Office.
 
This matter was reviewed by Deputy City Attorney Gary J. Anderson on April 15,2010, and Budget Management Officer Victoria Bell on April 15, 2010.
 
TIMING CONSIDERATIONS
City Council action is requested on May 4, 2010, in order to enable the execution of the permit.
 
FISCAL IMPACT
Estimated revenue in the amount of $7,000 will continue to be deposited in the Marina Fund (TF 403) in the Department of Parks, Recreation and Marine (PR), and will be used to offset the cost of utilities associated with this service. There is no impact to local jobs associated with this permit.
