TITLE

Recommendation to approve renaming the Bixby Dog Park as the "Dr. Myrna “Mickey” Donahoe Dog Park” and the Long Beach Performing Arts Center as the “Beverly O’Neill Performing Arts Center”.

 

DISCUSSION

The Committee also considered the renaming of the South Street Parkway as the “Pressburg Parkway,” and voted to receive additional information from the public on this item before forwarding to the City Council for approval.

 

The Committee did not have fiscal impact reports from staff during the consideration of the renaming process for the referenced items above.

 

Only high-level Financial Management Department review without full validation was able to be conducted after the Committee meeting due to the urgency and time sensitivity of this item.

 

FISCAL IMPACT

The total estimated cost for signage for renaming the Bixby Dog Park as the "Dr. Myrna “Mickey” Donahoe Dog Park” of is $2,300, likely impacting the General Fund Group, and is unbudgeted.  As FY 21 budget for the General Fund was balanced with an anticipated use of operating and emergency reserves to close out the year, any unbudgeted costs will likely add to the anticipated used of reserves unless there are other cost savings or higher than anticipated revenues, which will be monitored throughout the year.

 

The total estimated cost for signage for reaming the Long Beach Performing Arts Center as the “Beverly O’Neill Performing Arts Center” is $350,000, likely impacting the Tidelands Operating Fund Group, and is unbudgeted.  Designer or architect will need to develop a detailed concept and estimate if the City Council decides to proceed with the renaming. The Tidelands Operating Fund is facing major uncertainties and risks, particularly with the impact of the pandemic on revenues and costs, and staff is continuing to evaluate and monitor if reserves will be needed in the next few years.  

 

If needed, appropriation increases requests will be brought forward by staff to cover these costs at a later time.  This recommendation has minimal staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  There is no local job impact associated with this recommendation.
