TITLE

Recommendation to authorize City Manager to execute a contract and all necessary amendments, including term extensions, with the Marine Exchange of Los Angeles-Long Beach Harbors to receive and expend Department of Homeland Security grant funding for the 2010 Port Security Grant Program grant, in an amount not to exceed $2,014,500 for a period ending December 31, 2013; and increase appropriations in the General Grants Fund (SR 120) and in the Police Department (PD).  (Citywide)

 

DISCUSSION

In December 2010, the Department of Homeland Security (DHS) approved the Long Beach Police 2010 Port Security Grant Program (PSGP) grant proposals for $2,014,500. The Area Maritime Security Committee, under the leadership of the U.S. Coast Guard Sector Los Angeles/Long Beach, selected the projects.

 

The grant priorities focus on infrastructure protection and reflect the DHS overall investment strategy, in which two priorities have been paramount: risk-based funding and regional security cooperation. These PSGP funds support increased port-wide risk management, enhanced domain awareness, training and exercises, and further capabilities to prevent, detect, respond to, and recover from attacks involving improvised explosive devices (IED) and other non-conventional weapons.

 

This matter was reviewed by Deputy City Attorney Gary Anderson on January 25, 2011 and Budget Management Officer Victoria Bell on February 10, 2011.

 

TIMING CONSIDERATIONS

City Council action on this matter is requested on June 14, 2011, to insure the City can promptly begin to expend these grant funds.

 

FISCAL IMPACT

As these grant monies are currently unbudgeted, an appropriation increase is included in the recommendation.  The expense appropriation will be fully offset by grant revenues and the grant does not require matching funds.  There is no impact to the General Fund; the $2,014,500 grant monies will be budgeted in the General Grants Fund (SR 120) and the Police Department (PD).  There is no local job impact associated with this request.
