TITLE

Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $8,380, offset by the First Council District One-Time District Priority Funds transferred from the Citywide Activities Department to provide contributions to the following:

 

1.                     Dig Life, DBA: Dreamz Into Goals, in the amount of $1,000;

 

2.                     The United Cambodian Community in the amount of $2,500;

 

3.                     Centro CHA in the amount of $500;

 

4.                     Marcus Hobbs, DBA: Austin Marcus LLC, in the amount of $500;

 

5.                     ZW USA Inc., DBA: Zero Waste USA, in the amount of $880;

 

6.                     Five Keys Schools and Programs in the amount of $500;

 

7.                     California Families in Focus in the amount of $2,500;

 

Increase appropriations in the General Fund Group in the Parks, Recreation, and Marine Department by $3,059, offset by the First Council District One-Time District Priority Funds transferred from the Citywide Activities Department to cover the cost of name plaques currently installed at Harvey Milk Park; and

 

Decrease appropriations in the General Fund Group in the Citywide Activities Department by $11,439 to offset transfers to the City Manager and Parks, Recreation and Marine Departments.

 

DISCUSSION

On September 10th, 2022, at the Michael K. Green Skate Park, DIG LIFE, also known as Dreamz Into Goals, a 501(c)(3) organization, held the 2nd Annual LBC SKATE TURN UP. This event provided students with the means of getting to school, featuring free shoes, free skateboards, and free haircuts. This event provided youth in one of the lowest income areas of the First District the opportunity for fun as well as access to resources that make accessibility to school easier.  It is appropriate for the City Council to support a funds transfer to DIG LIFE for the 2nd Annual LBC SKATE TURN UP.

The first annual Long Beach Sankranta Celebration took place on April 8th, 2023. This event was a citywide cultural celebration of rich New Year’s traditions within communities from Cambodia, Laos, Thailand, Myanmar, Sri Lanka, and other parts of India.  It is appropriate for the City Council to support this inclusive and cultural event open to the entire Long Beach community.

On March 18th, 2023, Centro CHA and community partners organized the annual Day of Service in honor of “The Legacy of Cesar E. Chavez...Yesterday, Today, and Tomorrow.” The event consisted of both a Cultural Performing Arts and Community Wellness Fair and a Citizenship workshop.  As this was a celebration of Long Beach’s rich cultural diversity and as it provided fun, free, and informative information and resources to the community at large, it is appropriate for the City Council to support a funds transfer to Centro CHA.

The 2023 Loads of Love event took place on February 17, 2023. This event was organized by Austin Marcus LLC to provide laundry services to community members and students from all of LBUSD, Wilmington Middle School, and LBCC, focusing on those enrolled in basic needs programs. As this event provided supportive resources to Long Beach youth and underserved communities, it is appropriate for the City Council to support a funds transfer to Austin Marcus LLC.

Craftsman Village Historic District is an active organization of neighborhoods in the First District. In an effort to keep their neighborhood clean, they have worked on installing 10 doggie dispenser stations throughout the neighborhood and need support in maintaining that project.  As these efforts align with the City’s interest in clean and safe neighborhoods, it is appropriate for the City Council to support a funds transfer to ZW USA Inc. in support of these neighborhood efforts.

The City’s first Reentry Week took place in the summer of 2022. This was a week-long event that provided resources for individuals and families impacted by incarceration. These efforts are meant to break cycles of poverty and support formerly incarcerated individuals in obtaining sustainable jobs and in their wellbeing as they reenter society.  It is appropriate for the City Council to support a funds transfer to Five Keys Schools and Programs in support of these important efforts.

Long Beach will be hosting the next Beach Streets event on Saturday, May 20, 2023. This event will include the LB Proud!hub which will feature LGBTQ+ businesses, organizations, and performing acts.  As this is a citywide event that will activate streets to be more pedestrian and bike friendly, and as it will also highlight and uplift our LGBTQ+ community, it is appropriate for the City Council to support this event.

The 8th Annual Harvey Milk Promenade Park Equality Plaza induction ceremony took place on October 22nd, 2022 to honor Long Beach leaders that have been key in building a city that is welcoming for all.  Their contributions and leadership were recognized by highlighting their name in plaques installed in the park for all to see when visiting Downtown Long Beach.  It is appropriate for the City Council to support this funds transfer to the Parks, Recreation, and Marine Department for the purchase of the name plaques currently installed at Harvey Milk Park.

This matter has been reviewed by Recovery Budget Officer Dee Okam on April 4, 2023.

TIMING CONSIDERATIONS

This item requires urgency so as to allow a timely transfer of funds.

 

FISCAL IMPACT

This recommendation requests the City Manager to provide contributions to Dig Life, DBA: Dreamz Into Goals, in the amount of $1,000; to The United Cambodian Community in the amount $2,500; to Centro CHA in the amount of $500; to Marcus Hobbs, DBA: Austin Marcus LLC, in the amount of $500; to ZW USA Inc. in the amount of $880; to Five Keys Schools and Programs in the amount of $500.  The total appropriation increases of $8,380 in the General Fund Group in the City Manager Department and of $3,059 in the General Fund Group in the Parks, Recreation, and Marine Department will be offset by a decrease of appropriation of First Council District One-Time District Priority Funds in the General Fund Group in the Citywide Activities Department. The requested action is anticipated to require a minimal level of staff hours beyond the normal budgeted scope of duties and expected to have minimal impact on existing City Council priorities. There is no local job impact associated with this item.
