DISCUSSION
The State of California Department of Health Services, Children's Dental Disease Prevention Program (State CDDPP), has awarded the City of Long Beach $163,173 in grant funds to continue the Department of Health and Human Services' (Health Department) Children's Dental Disease Prevention Program (Smile Bright) for a three year period ($54,391 annually). The State has awarded the City a grant for this program since 1981.
 
The Health Department's Smile Bright Dental Disease Prevention Program is an oral health education and intervention program that targets pre-kindergarten through fifth grade students who attend Long Beach schools with high percentages of low-income children who are eligible for the free and reduced price meal program. Smile Bright funds a health educator who provides classroom education sessions on flossing, brushing, and prevention of dental disease and injury; and a contracted dental hygienist who performs screening and dental sealant applications in the school settings. The State CDDPP grant will fund services for approximately 6,000 students annually (5,400 students will receive classroom education, 500 will receive screenings for eligibility for sealant applications - at least 163 of the 500 will receive dental sealants, and 100 preschoolers will receive fluoride varnish applications). Preschool staff and parents will also receive oral health education from Smile Bright program staff.

TIMING CONSIDERATIONS
City Council action on this matter is requested on June 5, 2007 in order to appropriate newly received funds and continue the program without interruption.
 
FISCAL IMPACT
For the State's Children's Dental Disease Prevention Program, the City will receive an increase of grant revenues of $54,391 annually for the grant period of July 1, 2007 through June 30, 2010. An appropriations increase total of $69,791 annually for a three-year period is included in the recommendation. The difference between the grant revenue and the appropriation reflect the un-reimbursed expenses supported by the Health Fund (SR 130), which will be picked up in the next term by a new grant award anticipated from LA Care. Funding will be budgeted in the Health Fund (SR130) in the Department of Health and Human Services (HE). Overhead costs of $15,400 associated with the program that are not covered by the grant are currently supported by a combination of General Fund and Health Fund dollars. The second and third year of the grant will be appropriated through the City's annual budget process.
