TITLE

No. 28828 with Connolly-Pacific Co., for $2,486,198, related to the refurbishment of the Long Beach Shoreline Marina and Rainbow Marina, in a total amount not to exceed $32,598,780.  (District 2)
 
DISCUSSION
An increase in the appropriation for the marina rebuilds is being sought to match the
loan funds approved by the State of California, Department of Boating and Waterways
(DBAW). DBAW provides loans for the purpose of constructing small craft harbors.
The City Council has previously approved loan applications to fund various phases for
the renovation of the Long Beach Marinas, which taken together total $98,223,000. To
date, DBAW has approved $45,843,000 of the total requested; yet only $28,839,278
has been appropriated. Therefore, an appropriation increase of $1 7,003,722 is
requested in the recommendation.
As a means of completing this work, on March 23, 2004, the City Council approved the
execution of a design-build contract with Connolly-Pacific Co. for the design and
rehabilitation of the Long BeachiShoreline Marina (LBSM) and Rainbow Marina (RM), in
an amount not to exceed $30,113,582. Since the execution of the contract, the
escalation of costs for materials has exceeded the original projection. In addition, the
City has requested expansion I of the project beyond the original scope. The total
increase requested is $2,485,19,8, or 8.25 percent of the original contract amount, which
is fully funded by the DBAW loans.
The additional work requestedl includes the redesign of a slip for use by the City's
Rescue Boat Operation, a more versatile design of Dock A that requires additional pile
work, landside electrical changes, fire prevention upgrades, the removal of rock
between two gangways, installation of pavers adjacent to the bike path, and the
replacement of Dock 8 in the RM.
This matter was reviewed by Deputy City Attorney J. Charles Parkin on November 28,
2005, and Budget Management Officer David Wodynski on November 21,2005.
 
TIMING CONSIDERATIONS
City Council action is requested on December 13, 2005, so approval can be given to
proceed with additional work and prevent any delays in construction.
 
FISCAL IMPACT
DBAW loan approvals through Fiscal Year 2006 total $45,843,000, of which
$31,718,000 will be used for thelconnolly-Pacific contract, with the remaining funding to
be used on future marina restoration projects. A portion of the approved DBAW loan
funding is currently unbudgeted; therefore, an appropriation increase is included in the
recommended action, to cover current and future contract costs related to the Marina
I rebuilds. 1
The cost of design and construction work for the rehabilitation of the LBSM and RM,
through Connolly-Pacific, is now estimated to be $32,598,780, including the increased
scope of work described herein. I There are sufficient funds available in the DBAW loans
and Tidelands Fund capital set aside to fund this request.
