TITLE
Recommendation to authorize City Manager to execute an agreement with Fred Darland, in an amount not to exceed $200,000, for a three-year period to provide maintenance of The Works project management software and web hosting of the permit tracking permit application; and authorize City Manager to execute additional amendments to the agreement with Fred Darland, relative to the extension of the term and to authorize additional services, if required, within the provisions of the agreement. DISCUSSION
On November 8,2003, the Department of Public Works issued a purchase order to Fred
Darland for the continued implementation of "The Works" project management software,
implementation of new permit tracking software, used to coordinate permitted work in
the public right-of-way, an electronic drawing viewer, which allows archived electronic
drawings to be viewed and searched, as well as ongoing maintenance. Fred Darland
provides technical services of a specialized nature required to support project delivery
within the Capital Improvement Program. Since then, Public Works has implemented a pilot permit system for interdepartmental use and anticipates having Fred Darland provide web hosting services to make it available to the public. Because of the nature of the work and the need for ongoing maintenance and web hosting services, it is requested that Public Works enter an agreement to allow for uninterrupted use of the custom applications. This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on November 30,2005, and Budget Management Officer David Wodynski on December 1 , 2005.
TIMING CONSIDERATIONS
City Council action on this matter is requested on December 13, 2005, to allow
execution of the agreement and commencement of work.
FISCAL IMPACT
The requested contract is in an amount not to exceed $200,000 over a three-year
period. The department, within current appropriations in the Capital Improvement Fund
(CP) and the General Fund (GP), will fund individual purchase orders issued under this
contract. No appropriation increases are required.
